Abstract

This study aims to analyze the Marshall Island certificate issuance procedure, identify the obstacles encountered, and determine the company's efforts to overcome these obstacles to ensure smooth crew onboard placement. The research employed a descriptive qualitative approach, with data collected through observation, interviews, and documentation studies at PT. Korin Global Mandiri. The results indicate that the Marshall Island certificate issuance procedure is implemented through several stages, namely crew recruitment, document collection, document verification, selection of the form (MI-105 for officers and MI-273 for ratings), form completion, document upload to the International Registries Inc. (IRI) system, verification by the Republic of the Marshall Islands (RMI), and certificate issuance. The main obstacles identified include incomplete crew documents, inconsistencies in identity data, delays in document processing, and lack of crew discipline in submitting documents. To address these issues, the company conducts document rechecking, coordinates intensively with crew members, provides submission reminders, and monitors the certification process to minimize delays and support onboard placement.
