Abstract

This study aims to analyze poverty alleviation in Indonesia's underdeveloped, frontier, and outermost (3T) regions from the perspective of Adaptive Governance through a comparative study of the provinces of West Nusa Tenggara (NTB) and East Nusa Tenggara (NTT). The research employed a qualitative approach using a literature review of scientific publications and policy documents. The findings reveal a significant disparity in poverty rates between NTB (11.38%) and NTT (17.5%), which is influenced not only by geographical conditions but also by differences in governance capacity. NTB demonstrates stronger performance in implementing the principles of Adaptive Governance, particularly in terms of policy flexibility, multi-stakeholder collaboration, continuous learning, and decentralized decision-making. In contrast, NTT continues to face challenges in effectively implementing these four dimensions, resulting in lower effectiveness of its poverty alleviation programs. The study concludes that the Adaptive Governance approach plays a crucial role in enhancing the effectiveness of public policies by making them more adaptive and responsive to local contexts. Therefore, strengthening governance capacity in 3T regions is essential to accelerate sustainable poverty alleviation.
