Abstract

This study is motivated by the persistence of repeated criminal behavior among former inmates, indicating a gap between the objectives of correctional development policies and their implementation. The research aims to analyze the implementation of recidivist inmate development program policies for repeat offenders and to identify the constraints and efforts to address them at the Manokwari Class IIB Correctional Institution. The study employs a descriptive qualitative approach with a phenomenological paradigm, using in-depth interviews, observation, and documentation as data collection techniques, with informants selected purposively from correctional officers and repeat offenders. The findings reveal that the implementation of recidivist inmate development programs has followed established policy standards but remains suboptimal due to limitations in communication, human resources, budget, facilities, and bureaucratic coordination. In addition, low motivation among repeat offenders and limited social support affect program effectiveness. Efforts undertaken include enhancing persuasive approaches, adjusting recidivist inmate development programs, and strengthening collaboration with external parties. This study offers important prospects for improving more adaptive and sustainable development policies to reduce repeated criminal behavior.
