Abstract

This study is motivated by ongoing issues regarding the regulation of franchises, shopping centers, modern retail outlets, and traditional markets in Serang Regency—specifically concerning the existence and management of traditional markets as they face competition from the growth of modern trade. These conditions potentially impact the business viability of traders and the orderly arrangement of the commercial landscape. The study aims to analyze the implementation of Regional Regulation Number 6 of 2012 concerning the Regulation of Franchises, Shopping Centers, Modern Retail Outlets, and Traditional Markets in Serang Regency, focusing on Kragilan Market and Dukuh Market. A descriptive qualitative method was employed, utilizing data collection techniques such as interviews, observation, and document analysis. The findings indicate that while policy implementation is underway, it has not yet reached an optimal level. This is evidenced by limited supervision, a lack of fully orderly trade layouts, inadequate market facilities and infrastructure, and a need for stronger coordination among stakeholders. In conclusion, the implementation of Regional Regulation Number 6 of 2012 at Kragilan Market and Dukuh Market requires improvements in supervision, coordination, facility organization, and trader support to effectively achieve the goals of protecting and empowering traditional markets.
