<![CDATA[The implementation of the Digital Population Identity (IKD) policy is part of the government's effort to drive the digitalization of population administration and improve public access to services. The issues addressed in this study include the low level of public adoption of IKD, limited public understanding regarding activation procedures and app usage, and the uneven distribution of public awareness campaigns and digital infrastructure support. This study aims to analyze the implementation of the IKD policy in supporting the digitalization of population administration services at the Cilegon City Population and Civil Registration Agency. A qualitative descriptive research approach was employed, utilizing data collection techniques such as observation, interviews, and documentation. Informants were selected purposively based on their involvement in the IKD policy implementation. The findings indicate that IKD implementation has proceeded through public outreach, activation services, public assistance, and the use of technology in population administration services. However, implementation still faces obstacles, including limited digital literacy, unequal device ownership, internet network quality issues, and varying levels of public understanding. In conclusion, while IKD implementation in Cilegon City has supported service digitalization, it requires further strengthening through continuous public outreach, staff capacity building, and equitable access to technology.]]>
