Abstract

Lembaga Pengawas XYZ adalah salah satu instansi pemerintah Indonesia yang sedang melakukan transformasi digital. Salah satu upaya transformasi digital adalah dengan mengembangkan aplikasi ABC. Aplikasi ABC merupakan aplikasi surat menyurat dan disposisi surat. Aplikasi ini merupakan aplikasi mobile government (mGovernment) yang dibangun agar pegawai Lembaga Pengawas XYZ dapat menerima tugas dan informasi melalui surat dimana saja dan kapan saja melalui perangkat smartphone. Hal ini dilakukan untuk mendukung pegawai Lembaga Pengawas XYZ yang memiliki mobilitas tinggi dalam menjalankan tugasnya sebagai auditor. Namun, proyek pengembangan aplikasi ini gagal. Ditandai dengan penyelesaian proyek yang tidak sesuai jadwal, aplikasi yang tidak sesuai harapan, dan hanya sedikit pegawai yang menggunakan aplikasi ini.  Belum adanya analisis CSF dalam proyek pengembangan aplikasi mGovernment merupakan salah satu penyebab kegagalan yang diidentifikasi pada penelitian ini. Sehingga tujuan dari penelitian ini adalah untuk mencari CSF pada proyek TI agar dapat menghindari kegagalan kedepannya. Hal ini didukung dengan belum adanya penelitian mengenai CSF pada proyek TI khususnya di mGovernment sehingga dapat memberikan kontribusi dan kebaruan untuk akademisi maupun praktisi. Penelitian ini menggunakan delapan CSF dengan lima kriteria keberhasilan. CSF kemudian diurutkan untuk menemukan prioritasnya menggunakan Analytic Hierarchy Process (AHP). Data dalam penelitian ini diperoleh dari tim pengembangan aplikasi dan pakar proyek TI. Pengambilan data menggunakan kuesioner dan wawancara. Hasil penelitian ini menunjukkan bahwa perencanaan merupakan faktor yang paling diprioritaskan, disusul oleh kompetensi sumber daya manusia. Sedangkan peringkat terakhir adalah manajemen pengetahuan.Abstract XYZ Supervisory Institution is one of the Indonesian government agencies that is carrying out digital transformation. One of the digital transformation efforts is developing ABC application. ABC application is a correspondence and letter disposition application. This application is a mobile government (mGovernment) application that was built so that employees of XYZ Supervisory Institution can receive assignments and information by mail anywhere and anytime via a smartphone device. This is done to support employees of the XYZ Supervisory Institution who have high mobility in carrying out their duties as auditors. However, this application development project failed. Characterized by the completion of projects that are not on schedule, applications that do not meet expectations, and only a few employees use this application. The absence of CSF analysis in mGovernment application development projects is one of the causes of failure identified in this study. Therefore, the purpose of this research is to look for CSF in IT projects in order to avoid future failures. This is supported by the absence of research on CSF in IT projects, especially in mGovernment so that it can provide contribution and novelty for academics and practitioners. This study used eight CSF with five success criteria. The CSF are then sorted to find its priority using the Analytic Hierarchy Process (AHP). The data in this study were obtained from application development team and IT project experts. Collecting data using questionnaires and interviews. The results of this study indicate that planning is the most prioritized factor, followed by human resource competence. While the last rank is knowledge management.

Abstract

PT Asuransi Simas Jiwa already has a standard or SOP for project management. However, the company growth, the dynamic business conditions, and expectations from management to produce products or services faster have made this SOP irrelevant. Some project management activities in the company that are not in accordance with the documented SOP make this condition worse. Project management in the company becomes ineffective and inefficient.Changes in the project management standards become an important thing. This research aims to produce an effective and efficient project management standard design for this company. This standard is expected to be able to regulate project management activities in this company with existing project management best practices. In addition, the proposed new standards must also meet the expectations of management.This research is a kind of qualitative research with design science research (DSR) research methods. This method was chosen because it can provide an opportunity for researchers to evaluate and improve each step of the research. In addition to the design and development phase, the researcher also adopted the agile transition practice selection framework. This research has two iterations. The first iteration produces a project management standard design that describes the real activities in this company. Meanwhile, the second iteration produces a draft of the project management standard that complies with project management best practices in accordance with the PMBOK seventh edition. The project management standard produced from the second iteration will be proposed to the company as a replacement for the current SOP.

Abstract

The development of the field of health technology has progressed rapidly - especially in the aspect of being connected to the Internet and also allowing the storage and monitoring of vital signs data utilizing IoT features. However, there is no health monitoring that contains advanced check-up analysis referring to the acquisition of vital signs data that has been stored in the health data record. This is exactly where additional parameters beyond the vital signs have not been integrated in health monitoring. The purpose of this independent research is to find a gap between industry and academia in the form of additional parameters that are not yet available in the industrial world. The additional parameter is the percentage value of health diagnostic risk. The selection of this parameter is based on the need to analyze the level of diagnostic risk through the acquisition of vital signs that have available readings in health monitoring device equipment. The algorithm mechanism itself revolves around mapping for the diagnosis of health conditions referring to the normal limits of vital signs utilizing the decision tree algorithm. The goal is none other than to simplify the flow in determining the patient's advanced health diagnosis. Regarding the diagnostic risk percentage parameter, the diagnosis and calculation include five vital signs that are the main indicators: heart rate, oxygen saturation (SPO2), body temperature (TBody) supplemented with skin temperature (TSkin), and respiratory rate.
