Abstract

This study examines the strategies implemented by the Marriage Advisory, Development, and Preservation Agency (BP4) of Tamansari District to preserve marriages and prevent divorce through preventive and curative programs. The study is motivated by the gap between BP4's intended role in strengthening family resilience and the practical challenges it faces in delivering its services, particularly due to limited institutional resources. The research aims to analyze the implementation of BP4 programs, evaluate their effectiveness in supporting marital stability, and identify the operational challenges encountered in service delivery. A qualitative descriptive method was employed, with data collected through in-depth interviews, document analysis, and a review of relevant literature. Data credibility was ensured through source triangulation. The findings show that BP4 has implemented marriage guidance (Bimbingan Perkawinan/Bimwin), counseling, and mediation programs in collaboration with the Office of Religious Affairs (KUA). These programs have contributed to improving legal awareness, communication skills, and conflict management among prospective and married couples. However, their effectiveness has mainly been evaluated based on qualitative findings rather than quantitative evidence. The study also identifies several challenges, including the lack of an independent budget, a limited number of certified facilitators, and low public awareness of the importance of premarital guidance. Therefore, strengthening cross-sector collaboration, improving facilitator capacity through continuous training, and expanding the use of digital-based educational approaches are recommended to enhance BP4's role in preserving marriages and reducing divorce rates.
