Abstract

This study aims to describe the practice of Village Fund Direct Cash Assistance (BLT-DD) distribution in Serakapi Village, Woja District, Dompu Regency, and to identify the factors influencing its implementation. This research was motivated by several problems in the distribution of BLT-DD, such as inaccurate targeting, lack of transparency, and changes in beneficiary recipients that led to public dissatisfaction. This study employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation involving village officials and community members as research informants. The results showed that the distribution of BLT-DD in Serakapi Village had been carried out through stages of data collection, verification, village deliberation, determination of Beneficiary Families (KPM), and aid distribution in accordance with applicable regulations. However, changes in beneficiary data were still found to be not entirely based on objective poverty criteria, resulting in indications of subjectivity in determining aid recipients. The factors influencing the distribution practice of BLT-DD include communication, resources, implementers' disposition, and bureaucratic structure as proposed in George C. Edward III's policy implementation theory. This study concludes that improvements in transparency, data accuracy, and implementers' integrity are necessary to ensure that BLT-DD distribution is conducted in a targeted, fair, and accountable manner.
