Abstract

This study examined the implementation of competency development for Widyaiswara at the Balai Besar Pengembangan Kompetensi Wilayah X, which has not yet been optimally implemented, particularly in the needs analysis and post-training evaluation stages. The study aimed to describe the implementation process, identify supporting and inhibiting factors, and examine efforts to address existing constraints. A descriptive qualitative approach was employed using interviews and document analysis. The findings reveal that leadership support, personnel data, information systems, and coordination among Widyaiswara facilitate competency development, while budget limitations, the mismatch between training programs and competency needs, technical constraints, and the absence of structured post-training evaluation hinder its implementation. Efforts to address these issues include schedule adjustments, online training, and strengthened coordination in training selection. Based on the findings, a competency development implementation guideline was developed to improve the effectiveness of competency development.
