Abstract

ABSTRAK Produktivitas pegawai di sektor birokrasi pemerintahan sering kali menghadapi tantangan berupa rendahnya motivasi kerja, keterbatasan kompetensi SDM, serta lingkungan kerja yang kurang mendukung. Permasalahan ini menimbulkan pertanyaan mengenai faktor dominan yang memengaruhi produktivitas pegawai, serta apakah budaya organisasi mampu berperan sebagai variabel mediasi. Penelitian ini mengkaji pengaruh kompetensi SDM, motivasi kerja, dan lingkungan kerja terhadap produktivitas pegawai dengan budaya organisasi sebagai variabel mediasi. Pendekatan kuantitatif diterapkan dengan menggunakan teknik Structural Equation Modeling berbasis Partial Least Squares (SEM-PLS). Populasi sekaligus sampel penelitian adalah seluruh pegawai Bagian Perekonomian Sekretariat Daerah Kabupaten Kutai Timur yang berjumlah 46 orang, dipilih melalui teknik sampling jenuh. Data primer dikumpulkan melalui kuesioner berskala Likert 5 poin. Hasil pengujian membuktikan bahwa motivasi kerja berpengaruh positif dan signifikan terhadap produktivitas pegawai, sedangkan kompetensi SDM, lingkungan kerja, dan budaya organisasi tidak berpengaruh signifikan terhadap produktivitas. Lingkungan kerja terbukti berpengaruh positif dan sangat signifikan terhadap pembentukan budaya organisasi. Budaya organisasi tidak terbukti mampu memediasi pengaruh kompetensi SDM, motivasi kerja, maupun lingkungan kerja terhadap produktivitas pegawai. Temuan ini mengimplikasikan bahwa pada konteks birokrasi pemerintahan, motivasi intrinsik merupakan determinan utama produktivitas, sementara budaya organisasi yang terbentuk lebih bersifat kenyamanan sosial daripada budaya kinerja tinggi ABSTRACT Employee productivity in government bureaucracy often faces challenges such as low work motivation, limited human resource competence, and an unsupportive work environment. These problems raise questions about the dominant factors influencing employee productivity and whether organizational culture can act as a mediating variable. This study examines the influence of human resource competence, work motivation, and work environment on employee productivity with organizational culture as a mediating variable. A quantitative approach was applied using Structural Equation Modeling based on Partial Least Squares (SEM-PLS). The population and sample consisted of all 46 employees of the Economic Division of the Regional Secretariat of Kutai Timur Regency, selected through saturated sampling technique. Primary data were collected using a 5-point Likert scale questionnaire. The results show that work motivation has a positive and significant effect on employee productivity, while human resource competence, work environment, and organizational culture have no significant effect. The work environment was found to have a positive and highly significant effect on the formation of organizational culture. Organizational culture was not proven to mediate the influence of human resource competence, work motivation, or work environment on employee productivity. These findings imply that in the context of government bureaucracy, intrinsic motivation is the main determinant of productivity, while organizational culture formed tends to reflect social comfort rather than a high-performance culture.
