This study aims to analyze the role of the Bima City Government through the Department of Education and Culture in improving the quality of primary education and identifying factors that hinder the implementation of education quality improvement policies. This research employed a qualitative approach with a descriptive research design. Data were collected through interviews, observations, and documentation with informants selected using purposive sampling techniques, including the Head of the Department of Education and Culture, Head of the Primary Education Division, principals, teachers, administrative staff, and school committees. Data analysis used the interactive model of Miles, Huberman, and Saldaña, which consists of data reduction, data display, and conclusion drawing or verification. The results showed that the Bima City Department of Education and Culture plays a strategic role in improving the quality of primary education through four main functions, namely as a regulator, facilitator, coordinator, and supervisor and educator developer. The regulatory function is implemented through policy formulation and strengthening of educational programs, the facilitation function through the provision of educational infrastructure and teacher competency development, the coordination function through collaboration with various stakeholders, and the supervision and development function through academic supervision and evaluation of educational programs. However, efforts to improve education quality still face several challenges, including limited technology-based learning facilities, uneven teacher competence and distribution, budget constraints, and low parental participation. Therefore, strengthening regional education governance is needed through equitable distribution of educational resources, improvement of teacher capacity, optimization of learning technology utilization, and sustainable collaboration among the government, schools, families, and communities.
