Abstract

This investigation was conducted to examine the optimization of personnel administration in improving teacher competencies at MA Salafiyah Bantarsari, a rural Islamic senior high school. The research employed a qualitative field approach using observation, interviews, and documentation as data collection techniques. The findings show that the madrasa continues to enhance teacher competencies despite limited resources and facilities. Several strategies are implemented, including structured recruitment, participation in online training programs such as SIPINTAR, internal workshops, MGMP activities, and academic supervision. The institution also encourages character development, pedagogical improvement, and adaptation to digital learning. However, the research identified several challenges, such as limited funding, inadequate infrastructure, and technological difficulties among senior teachers. Nevertheless, the madrasa demonstrates strong commitment through continuous efforts to improve educational quality. The research concludes that teacher competency development is not solely influenced by geographical conditions or institutional size. Effective human resource management plays an important role in strengthening teacher professionalism and improving the quality of education in rural madrasah.
