<![CDATA[This study analyzes the alleged corruption involving the leadership of the National Nutrition Agency (BGN) in mid-2026 concerning the governance of the Free Nutritious Meal (MBG) program. Using a qualitative approach with a descriptive-analytical case study method, it examines the alleged modus operandi, institutional governance weaknesses, legal dynamics, and the socio-economic implications of the alleged misappropriation of state funds. Since its establishment in 2024, BGN’s budget grew substantially, from IDR 54.8 billion in 2024 to IDR 85.27 trillion in 2025 and IDR 268 trillion in 2026. This growth was not matched by an adequate internal control system which according to this study’s analysis, created room for bureaucratic pathology and rent-seeking. The Attorney General’s Office named three BGN leaders, Dadan Hindayana, Sony Sonjaya, and Lodewyk Pusung as suspects allegedly exploiting administrative discretion to influence the appointment of Nutrition Fulfillment Service Unit (SPPG) partners and to mark up the procurement of logistics, including 21,801 electric motorcycles. The case illustrates the relevance of agency theory to a newly formed bureaucracy led by figures without a mature public-management track record. The rejection of Sony Sonjaya’s justice-collaborator request and indications of involvement by political elites point to systemic roots. The study recommends institutional restructuring of BGN, integrated audit digitalization, and stronger public oversight of MBG.
