Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a vital role as the backbone of the rural economy. However, most MSME operators in Cinangneng Village, Tenjolaya District, Bogor Regency, still face fundamental challenges regarding limited understanding of halal certification, business legality documentation, and low adoption of digital payment systems and modern financial management. This Community Service Program (PkM) aims to enhance the capacity, product legality, and digital competitiveness of Cinangneng MSMEs through a participatory approach and intensive, sustainable mentoring. The program was conducted on Thursday, August 13, 2026, at the Cinangneng Village Hall through a strategic collaboration between students of Prabu Siliwangi Islamic University (UNIPRAS), Ummul Quro Al-Islami Institute (IUQI)/Bogor Islamic University (UIB), Halal Center Mathla'ul Anwar (HCMA), and Bank BTN. The implementation methodology adopted a Participatory Action Research (PAR) framework integrated into five stages: needs identification, program planning, education and mentoring implementation, monitoring and controlling, and impact evaluation. The initiative involved 31 total participants, targeting 8 food-processing MSME units lacking halal certification, alongside bank account opening and QRIS facilitation for 20 participants. The results demonstrated significant improvements in understanding product halal urgency, business identification number (NIB) and halal registration preparation, QRIS-based cashless payment adoption, and digital financial literacy access. This multi-institutional synergy successfully transformed the governance of Cinangneng MSMEs into administratively organized, halal-assured, and digitally adaptive business entities.
