This study analyzes the communication system configuration of marginalized urban communities in an urban village in South Jakarta containing mildly slum areas. It combines Systems Theory, the six-stage ROSTIR communication planning model, and Cross Impact Balance (CIB) method to examine interrelations among eight key descriptors: community communication literacy, media and technology access, trust in information sources, internal social networks, external connectedness, culture of dialogue and participation, key actor capacity, and communication infrastructure. Using ScenarioWizard, the analysis generated 6,561 potential configurations and identified ten sufficiently consistent scenarios. Three main scenarios represent coherent communication regimes: severe communication exclusion (S1), an intermediate transitional configuration (S3), and a relatively inclusive communication configuration (S2), while seven others represent fragile transitional trajectories. Combined analysis of the Scenario Map and Total Impact Score (TIS) shows that high TIS configurations tend to be strongly locked in, whereas medium TIS transitional zones offer more realistic opportunities for intervention. The findings demonstrate how targeted communication interventions can be operationalized within medium-TIS transitional configurations by activating local bridging actors, familiar social arenas, and communicative resources to shift the system from exclusion toward more participatory and inclusive policy communication. Supporting SDG 11 requires circular ROSTIR communication planning grounded in CIB scenario analysis, strengthening communication literacy and trust, reinforcing community leaders, enhancing dialogue, and building communication capacity at urban village and neighborhood (RW) levels. The study develops the Transition Activation System (TAS) as an analytical bridge for identifying and activating actors, communication arenas, and resources within transitional configurations.
