Abstract

This study aims to analyse the public service innovation process involved in empowering beneficiaries—transforming them from mere recipients of aid into competent contributors—through a case study of the Syekh Ali Jaber Foundation in Cipanas, Cianjur, West Java. In the context of the public services provided by the foundation, innovation has become an urgent necessity to enhance the effectiveness and sustainability of social programmes for the community in the Cipanas area. This research employs a qualitative approach using a case study method, utilising in-depth interviews, participant observation, and document analysis. The results indicate that the Syekh Ali Jaber Foundation implements various forms of innovation—ranging from skills-based training and personal mentoring to the formation of independent beneficiary working groups—which significantly boost the beneficiaries' capacity in terms of knowledge and their ability to manage the designed programmes. Factors supporting this innovation include visionary leadership, multi-stakeholder collaboration, and adaptation to local needs. Conversely, challenges include limited human resources and initial resistance from some program beneficiaries. These findings underscore the importance of an approach that generates innovative public service ideas to create long-term impacts in social empowerment. This study is expected to serve as a reference for social, *zakat*, and philanthropic organisations, as well as other institutions engaged in developing more sustainable and transformative programmes for the community. Abstract

Education in *Madrasah Diniyah* plays a strategic role in character building and strengthening Islamic religious knowledge; however, it still faces challenges such as weak management, limited facilities, and low teacher quality. This study aims to analyse the role of the *Madrasah* Head's supervision in improving teacher performance at *Madrasah Diniyah Takmiliyah Ula* (MDTU) Baitul Hikmah, Ciawi, Bogor, focusing on three aspects: (1) supervision services, (2) the approaches employed, and (3) the impact on teacher performance. A descriptive qualitative method with a case study approach was used; data were collected through in-depth interviews with supervisors, the *madrasah head, and teachers, as well as through observation and document analysis. The results indicate that supervision by the *Madrasah* Head at MDTU Baitul Hikmah is conducted in a humanistic, collaborative, and continuous manner, utilising techniques such as classroom visits, reflective discussions, and individual mentoring. This approach proved effective in enhancing teacher performance, particularly regarding lesson planning, the use of varied teaching methods, and classroom management. Furthermore, the supervision positively impacted teacher motivation and student learning outcomes. Key challenges included teachers' limited time and resistance from senior teachers, which were addressed through persuasive communication and scheduling flexibility. This study contributes to strengthening the concept of mentoring-based academic supervision in non-formal educational institutions like *Madrasah Diniyah*. Consequently, similar supervision models could be adopted by other *Madrasah* institutions in comparable contexts to improve the quality of instruction. Abstract

Human Resource Management (HRM) in educational institutions encompasses more than just administration and daily tasks; it involves mobilising potential, fostering enthusiasm, and creating a work environment that encourages growth. This study aims to examine the HRM orientation at Al Firdaus Kindergarten in Indramayu Regency and assess its impact on the performance of teachers and staff. Employing a qualitative approach and a case study method, data were gathered through in-depth interviews, direct observation, and document analysis. The findings reveal that HRM practices at the institution remain conventional—prioritising discipline and compliance while lacking a focus on sustainable capacity building. Although teacher and staff performance remains stable, it is confined to routine tasks, offering limited scope for innovation and minimal recognition for outstanding performance. A harmonious work environment and a strong religious atmosphere serve as supporting factors for HRM implementation. However, obstacles include a lack of HR development policies and resource limitations. This study underscores the importance of shifting management orientation from merely operating a system to adopting a strategic approach that cultivates professionalism and dynamic work quality within early childhood education institutions.
