Abstract

This study aims to describe and analyse the role of the *madrasah* principal in implementing academic supervision to enhance teacher professionalism and student achievement at MAN Insan Cendekia Pekalongan. The study is grounded in the importance of planned, systematic, and continuous academic supervision as a means to improve educational quality by strengthening teachers' professional competencies. A qualitative approach utilising a case study method was employed. Informants included the *madrasah* principal, the deputy principal for curriculum affairs, teachers, and students. The results indicate that the principal plays an active role in planning, implementing, and evaluating academic supervision activities. Strategies implemented include both individual and group approaches, accompanied by continuous professional guidance. The impact is evident in improved teacher skills regarding lesson plan (RPP) development and the use of technology-based media, as well as a strengthened work ethic. Enhanced teacher professionalism has positively influenced student learning outcomes, reflected in academic achievements. This study offers practical contributions in the form of recommendations for implementing collaborative and reflective academic supervision. The findings reinforce the principal's strategic role as an agent of change in improving educational quality through academic supervision. By adopting a participatory approach orientated toward continuous professional development, the principal is able to foster a productive and innovative learning culture. Furthermore, this study serves as a foundation for policy-making aimed at strengthening educational leadership capacity based on data and the actual needs of the educational institution. Abstract

This study aims to analyse the implementation of a megathrust earthquake resilience policy at Syekh Yusuf Islamic University (UNIS) from the perspective of educational administration, as part of efforts to establish a Disaster-Safe Education Unit (SPAB). A qualitative approach was employed using a case study method involving observations; in-depth interviews with campus administrators, students, and external stakeholders; as well as an analysis of policy documents. Data analysis utilised the Van Meter & Van Horn policy implementation model—covering dimensions such as policy standards, resources, implementer dispositions, and communication—combined with Holling’s resilience theory, which encompasses the capabilities to persist, adapt, and recover. The results indicate that the implementation of the disaster resilience policy at UNIS faces obstacles regarding educational administration, including a lack of risk-based operational policies, limited human resources and infrastructure, weak inter-unit coordination, and the failure to integrate disaster management systems into campus governance. In response, this study proposes the concept of "Integrative Higher Education Resilience"—a resilience model combining strategic disaster resilience policies, human resource capacity building through disaster education and training, the development of operational procedures and contingency plans based on digital learning, and penta-helix collaboration among government, the private sector, communities, academia, and the media, rather than relying solely on the physical structural integrity of buildings. This concept extends policy implementation theory by incorporating the dimension of educational administration integration into disaster risk management and offers a model that other higher education institutions could adopt to build sustainable resilience and establish SPABs within the higher education environment. Abstract

This study aims to optimise public policy regarding sports infrastructure development, focusing on the implementation of the Paralympic Training Center (PTC) project in Karanganyar by the Ministry of Youth and Sports (Kemenpora). Grounded in Law Number 11 of 2022 concerning Sports and Presidential Regulation Number 86 of 2021 concerning the Grand Design of National Sports, this research employs a qualitative method with a case study approach. Data were collected through in-depth interviews with key stakeholders, including officials from Kemenpora, the National Paralympic Committee of Indonesia (NPCI), the Ministry of Public Works and Public Housing (PUPR), and the local community surrounding the PTC. The findings indicate that inter-agency collaboration and more effective oversight are crucial to enhancing the success of the PTC development. This study makes a significant contribution to sports policy planning in Indonesia, particularly in supporting athletes with disabilities.
