Abstract

This study aims to analyze the communication strategy implemented by the Regional Child Protection Commission (KPAD) of Depok City in socializing its existence, functions, and services to the public. As a newly established institution in late 2025, KPAD faces challenges regarding low public awareness. A qualitative approach with a case study method was employed, involving in-depth interviews, observations, and documentation with KPAD commissioners, institutional partners, and community members. The findings reveal that KPAD utilizes a combination of offline and online communication channels, including Focus Group Discussions (FGDs), school outreach programs, community partnerships with PKK and Posyandu, as well as digital platforms like Instagram and WhatsApp. These strategies effectively strengthen integrative, regulative, and persuasive communication functions with cross-sector partners. However, the informative function directed at the general public remains suboptimal due to internal constraints such as limited human resources, budget deficits, and the absence of a structured communication master plan. Consequently, public awareness is still predominantly situated at the brand recognition stage. To improve institutional visibility and effectiveness, this study suggests the formulation of a comprehensive communication master plan, optimization of digital media, recruitment of dedicated public relations personnel, and the expansion of cross-sector collaborations.
