Abstract

The issue of domestic waste accumulation in suburban areas like Selang Village, Kebumen Regency, continues to escalate, threatening to accelerate the overflow of the local landfill. Although the Limbersel TPS3R (Reduce, Reuse, Recycle Waste Processing Facility) is already in place, its operations remain suboptimal due to manual sorting processes and a lack of waste-sorting habits at the household level. This community service program aims to strengthen TPS3R governance through community participation and circular economy principles, utilizing the LIMBERSEL (Limbah Berkah Selang) ecosystem. The implementation employs an active participatory approach (Participatory Action Appraisal) structured across five integrated stages. In this ongoing initial phase, the intervention focuses on the upstream sector through an "Upstream Socialization and Education" stage. Activities were conducted at the village hall, involving 40 participants comprising village officials, resident representatives, TPS3R administrators, and Community Unit (RW) heads. Results indicate that education delivered via community forums successfully improved participants' understanding of independent waste sorting, as evidenced by preliminary observations and Focus Group Discussions (FGDs). Furthermore, the initiative fostered a commitment to launch sorting movements at the Neighborhood Unit (RT) level and led to reports of an initial decrease in the volume of mixed waste in certain areas—a trend accompanied by the implementation of a temporary storage zoning system by the Limbersel TPS3R team. The conclusion drawn from this initial phase is that strengthening upstream social capacity has successfully built robust social capital; this serves as a crucial foundation for ensuring operational viability and minimizing the risk of mechanical failure in the downstream technologies to be implemented in subsequent program stages.
