Abstract

This study aims to analyze the legal framework governing the Indonesian Ombudsman’s preventive oversight of digital public services in preventing maladministration and to formulate measures to strengthen the existing regulatory framework. This study employs normative legal research using a statutory approach. The legal materials are qualitatively analyzed to examine the existing regulatory framework and formulate measures to strengthen the Indonesian Ombudsman’s preventive oversight of digital public services. The findings indicate that the Indonesian Ombudsman’s preventive oversight is already grounded in statutory and Ombudsman regulations aimed at preventing maladministration. However, the existing regulatory framework remains general in nature and does not specifically regulate digital public services. Strengthening the regulatory framework is therefore necessary through the development of standards for digital public services, clarification of the scope of preventive oversight, and consideration of equal access to ensure that all members of the public can obtain public services, particularly digital services.
