Abstract

Semarang Mayor Regulation Number 65 of 2024 concerning Additional Employee Income (TPP) and Standard Operating Procedures (SOP) play an important role in implementing the Sadewa Attendance System in the KOMPIMPRO Section of Semarang City. This study aims to analyze the implementation of the Sadewa Attendance System in improving employee discipline based on Standard Operating Procedures (SOP) and identify its supporting factors. The method used in this study is a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The analysis of policy implementation refers to the Sadewa System Standard Operating Procedures (SOP) and the theory of George C. Edwards III which includes four main variables, namely communication, resources, disposition, and bureaucratic structure. The results of the study indicate that the implementation of the Sadewa Attendance System has generally run well through three main stages: account installation and registration, facial registration (face recognition), and daily attendance procedures based on facial detection and geolocation. This system provides positive changes to the mechanism for monitoring employee attendance in real-time and reduces the potential for fraud. In terms of supporting factors, it was found that: (1) communication regarding the use of the TPP system and sanctions has been clearly socialized; (2) available technological resources are deemed adequate; (3) employee disposition tends to be positive because the system is considered more practical and transparent than the previous system; and (4) the bureaucratic structure and regulations support the consistent and objective application of sanctions.
