Abstract

The efficiency of infrastructure spending is an important issue in fiscal decentralization because increased budgets do not always result in comparable welfare. This study evaluates the relative efficiency of local governments in converting two groups of infrastructure expenditure (phisycal special allocation funds for roads and drinking water; and capital expenditure on roads, irrigation, and networks) into welfare outcomes measured by the number of non-poor residents. With the Data Envelopment Analysis (DEA) approach, the study identified relative efficiency, benchmarks, and input adjustment needs between regions. The results show a noticeable heterogeneity of efficiency. Bengkulu Tengah lies on the estimated efficiency frontier and serves as a benchmark for other local governments within the observed sample, while Seluma and Bengkulu Selatan show a more persistent gap. The findings indicate that the benefits of spending are not only determined by the size of the budget, but also by the suitability of the type and allocation of infrastructure with the needs and economic structure of the region. Fiscal policy needs to be directed towards spending that is more targeted, integrated, and oriented towards community welfare outcomes. Keywords :  Public Infrastructure Expenditure Efficiency, Poverty Alleviation, Fiscal Desentralization, Local Government   Abstrak Efisiensi belanja infrastruktur merupakan isu penting dalam desentralisasi fiskal karena peningkatan anggaran tidak selalu menghasilkan peningkatan kesejahteraan yang sebanding. Penelitian ini mengevaluasi efisiensi relatif pemerintah daerah dalam mengubah dua kelompok belanja infrastruktur (dana alokasi khusus fisik untuk jalan dan air minum; serta belanja modal untuk jalan, irigasi, dan jaringan) menjadi hasil kesejahteraan yang diukur berdasarkan jumlah penduduk non-miskin. Dengan pendekatan Analisis Envelope Data (DEA), penelitian ini mengidentifikasi efisiensi relatif, tolok ukur, dan kebutuhan penyesuaian input antarwilayah. Hasilnya menunjukkan heterogenitas efisiensi yang cukup mencolok. Bengkulu Tengah berada pada garis batas efisiensi yang diperkirakan dan berfungsi sebagai tolok ukur bagi pemerintah daerah lain dalam sampel yang diamati, sementara Seluma dan Bengkulu Selatan menunjukkan kesenjangan yang lebih persisten. Temuan ini menunjukkan bahwa manfaat pengeluaran tidak hanya ditentukan oleh besarnya anggaran, tetapi juga oleh kesesuaian jenis dan alokasi infrastruktur dengan kebutuhan serta struktur ekonomi wilayah. Kebijakan fiskal perlu diarahkan pada pengeluaran yang lebih terarah, terintegrasi, dan berorientasi pada hasil kesejahteraan masyarakat.
