Abstract

This study was conducted to assess library service performance at the Archives and Library Office of Gorontalo Province, analyzed using five indicators of public bureaucracy performance according to Agus Dwiyanto (2006): productivity, service quality, responsiveness, responsibility, and accountability. This research employed a descriptive qualitative method to gain an in-depth understanding of library service performance in its natural context. Data were collected through observation, in-depth interviews, and documentation, with data analysis using the Miles and Huberman model and data validity testing through triangulation. The results showed that the overall performance of library services at the Archives and Library Office of Gorontalo Province still requires attention and improvement. Productivity has not been optimal, as indicated by a 25.8% decline in circulation services and a still semi-manual service system. Service quality has been relatively good in terms of staff attitudes, but remains constrained by inadequate facilities and a limited collection of new materials. Responsiveness remains weak due to the absence of a formal mechanism to capture user aspirations. Responsibility has not been applied consistently in the field regarding Standard Operating Procedures (SOPs). Accountability remains limited to administrative reporting and is not supported by measurable user satisfaction data or optimal digital transparency. Based on these findings, it is recommended that the office immediately enhance the capacity of functional librarians, accelerate digitalization of the service system, establish a structured mechanism for capturing user aspirations, strengthen the consistent implementation of SOPs, and integrate user satisfaction measurement into performance reports as a demonstration of genuine public accountability.
