Abstract

In Denpasar City, all public health centres have implemented e-Puskesmas-based Electronic Medical Records (EMRs), achieving a 100% adoption rate. However, a gap persists between this high utilization of EMRs and the suboptimal completeness of maternal health data. A preliminary study conducted in November 2025 revealed data completeness rates of 80% at UPTD Public Health Center Denpasar Selatan I, 81% at Denpasar Barat I, and 90% at Denpasar Timur I, all of which fall short of the 100% standard mandated by the Minister of Health Regulation No. 6 of 2024. This study aimed to analyze the relationship between EMR implementation and the completeness of maternal health data. This study employed an analytical quantitative approach with a correlational design, grounded in the DeLone & McLean Information System Success Model (ISSM), focusing specifically on the 'use' and 'information quality' dimensions. The sample comprised 30 healthcare professionals selected via a total sampling technique. Data were collected through Likert-scale questionnaires and analyzed using the Spearman Rank correlation test. The findings indicated that EMR implementation was categorized as excellent, while data completeness ranged from complete to highly complete. A significant, moderate correlation was observed between EMR implementation and data completeness. In conclusion, EMR implementation is significantly associated with data completeness.
