Abstract

This study aims to analyze how the interactions and role division among the government, non-governmental organization (OFI), and local communities form collaborative governance in orangutan conservation at Tanjung Puting National Park (TNTP). Utilizing the collaborative governance framework of Ansell and Gash (2008) enriched by the joint capacity concept of Emerson et al. (2012), this qualitative study employs a case study approach based on secondary data. The findings indicate an integration of joint capacity, where TNTP Authority provides legal legitimacy and zoning management, OFI contributes funding, rehabilitation, and technical expertise, and local communities participate in field monitoring and fire prevention. This study concludes that collaboration effectiveness is driven by resource interdependence among actors, although its sustainability faces challenges regarding capacity asymmetry, high reliance on external funding, and ecological vulnerability.
