<![CDATA[This study aims to analyze the role of the Curahrejo Village Government in fostering public service innovation funded by the Village Fund through the implementation of the Kios e-Pak Ladi program in Curahrejo Village, Sukorejo District, Pasuruan Regency. The study was motivated by the existence of a population administration service innovation at the village level, yet the extent to which the Village Government substantively initiated, supported, and developed this innovation remained unclear. A qualitative approach was employed, utilizing descriptive-analytical methods and a case study design. The analysis focused on three dimensions of the village government's role: regulator, facilitator, and accelerator. Data were gathered through in-depth interviews, participant observation, and document analysis. Informants included the Village Head, Village Secretary, Kios e-Pak Ladi operator, community leaders, and service users. Data analysis followed the interactive model developed by Miles, Huberman, and Saldana, comprising data collection, data condensation, data display, and conclusion drawing/verification. Data validity was ensured through source triangulation, technique triangulation, and member checking. The results indicate that, formally, the Curahrejo Village Government has fulfilled its roles as regulator, facilitator, and accelerator by providing an administrative foundation, budgetary support, operator appointment decrees, and service infrastructure. However, substantively, these roles remain largely administrative and reactive in nature. The policy substance, Kios e-Pak Ladi service scheme, application system, and operator capacity building originated primarily from the Pasuruan Regency Population and Civil Registration Agency (Dispendukcapil). Budgetary limitations and digital infrastructure constraints also hindered the village's ability to develop the innovation independently. Consequently, the Curahrejo Village Government is more accurately characterized as a follower rather than a pioneer in the diffusion of this public service innovation.]]>
