Abstract

The rapid expansion of the global halal industry has increased the need for logistics systems capable of preserving halal integrity across the supply chain. Research on halal logistics has grown accordingly, yet findings on its critical success factors (CSF) remain scattered, and limited attention has been given to their relative importance. This study addresses that gap by integrating a Systematic Literature Review with the Fuzzy Analytical Hierarchy Process. Following PRISMA guidelines, 171 Scopus-indexed records were screened, yielding 93 articles published between 2012 and 2026. Content analysis identified 23 CSF grouped into six criteria: regulation, organization, technology, human resources, operations, and market. Six practitioners then assessed these factors through 51 pairwise comparisons, and all matrices met the consistency requirement. Regulation (0.2382) and operations (0.2155) obtained the highest criterion weights, while halal certification (0.1120) and segregation (0.0806) ranked first and second at the factor level. Notably, market factors received the lowest weights although they were the most frequently discussed in the literature. This indicates that academic attention does not always align with practical priorities, as practitioners tend to prioritize factors within organizational control. These findings offer practitioners and policymakers a prioritized reference for developing more targeted halal logistics implementation strategies.
