<![CDATA[This study is motivated by the problem of juvenile delinquency triggered by the consumption of alcoholic beverages and its impact on public order and security in Mojokerto City. The continued circulation of and access to alcoholic beverages, including through unofficial channels, presents a challenge to efforts aimed at protecting adolescents and enforcing the law. This study aims to analyze the legal regulations and law enforcement mechanisms concerning juvenile delinquency caused by alcohol consumption based on Mojokerto City Regional Regulation Number 2 of 2015, examine the obstacles encountered in its implementation, and analyze the preventive and repressive measures taken to address the issue. This study employs a normative juridical research method using statutory and case approaches. Legal materials are analyzed descriptively and analytically using a deductive reasoning method. The results indicate that Mojokerto City Regional Regulation Number 2 of 2015 is oriented toward controlling the distribution of alcoholic beverages by limiting adolescents' access through regulations on sales zoning, prohibitions on consumption at sales locations, and restrictions on the production and distribution of illegal alcoholic beverages. Law enforcement is carried out through administrative measures by the local government and the Civil Service Police Unit, as well as legal action against violations through applicable legal mechanisms. Its implementation faces several obstacles, including sanctions that have not fully created a deterrent effect, limited investigative authority, the covert distribution of alcoholic beverages, inadequate family supervision, and limitations in personnel and budget. Countermeasures are implemented through preventive efforts, such as socialization and patrols, and repressive efforts, including raids, confiscation, and legal proceedings. This study implies the importance of strengthening synergy among law enforcement agencies, local governments, families, schools, and communities to create a safer environment for adolescents.]]>
