Abstract

This study aims to assess the effectiveness of the targeting accuracy of the 2025 Bantuan Langsung Tunai Dana Desa (BLT-DD) program in poverty alleviation efforts in Makam Village, Rembang Subdistrict, Purbalingga Regency. Makam Village was selected as the research site because it has a high population density, which theoretically increases the risk of targeting errors. The method used is descriptive qualitative research employing the CIPP (Context, Input, Process, Product) evaluation model. Research data were obtained through a combination of a literature review to examine relevant regulations and theories, as well as field data collected via observation and in-depth interviews. Informants were selected using purposive sampling, including village officials, the Badan Permusyawaratan Desa (BPD), as well as beneficiary and non-beneficiary residents. The research results indicate that the implementation of the BLT-DD in Makam Village was highly effective and well-targeted. Based on document analysis and field data, the context dimension demonstrated the program’s relevance to community needs, while the input dimension indicated the readiness of regulations and the budget. The process dimension confirmed a transparent distribution mechanism through the Musyawarah Desa (Musdes), and the product dimension demonstrated the absence of inclusion or exclusion errors. Overall, accurate data integration and solid coordination between village institutions are determining factors for the success and effectiveness of the program in Makam Village.
