Abstract

Disaster response is a key component of Military Operations Other Than War (OMSP) that requires rapid decision-making, joint coordination, and effective interoperability between the Indonesian National Armed Forces (TNI) and civilian agencies. To support these demands, TNI has begun integrating Artificial Intelligence Military Systems (AIMS 2024) into its Command and Control System (Siskodal TNI) to generate a shared Common Operational Picture (COP) and accelerate the commander’s decision cycle in disaster relief operations. This study analyzes: (1) the technical readiness of AI-enabled command and control systems; (2) human resource readiness in operating and utilizing AI-generated recommendations; and (3) the level of inter-service and civil–military integration in disaster response OMSP. Using a qualitative descriptive approach with an institutional case study design, data were collected through in-depth interviews, observation, and document analysis and analyzed using the Miles–Huberman–Saldaña model. The findings show that AIMS 2024 can support integrated COP generation and tactical decision-making, but faces challenges in data interoperability, uneven human resource competence, and limited real-time civil–military integration. The study concludes that effective AI-enabled command and control requires not only advanced technology, but also strengthened human resources, data governance, and interagency coordination.
