Abstract

This study aims to identify the stakeholders involved in empowering riverside communities through the Indramayu Tjimanoek Riverside Ecosystem Program and to examine how the community empowerment process is implemented within the program. The method used is a qualitative descriptive approach with data collection techniques applied in this study. This study involved interviews, observations, and documentation studies. Interviews were conducted using purposive sampling and snowball techniques, data validation techniques using data triangulation, then analyzed using the Miles and Huberman stages, namely data reduction, data presentation, and data verification. The results of this study involved Penta Helix collaboration, namely the government, universities, industry, community, and media. The program adopted an ecoriparian approach that emphasizes the restoration of natural river functions, the reduction of domestic pollution, environmental education, and the development of ecotourism. The results show that cross-sector collaboration has been successful in managing the park as a public space, conservation center, and source of local economic improvement. The community empowerment process carried out in Tjmanoek Park began with planning by the government, namely the Housing and Settlement Agency together with the Polytama company. After planning, the program implementation involved the Penta Helix, including Kimrum employees, companies, communities, the mass media, and universities.
