Abstract

Capture fishermen face high levels of risk, as fishing activities are influenced by natural, technical, and economic factors. This study aims to analyze the sources and levels of risk encountered by capture fishermen in Tebing Tinggi Village, Tanjung Beringin District, Serdang Bedagai Regency. A descriptive method employing a risk analysis approach was used. Data were collected through observation, interviews, questionnaires, and documentation, with a sample size of 31 fishermen. Risk analysis was conducted using the Risk Priority Number (RPN) method based on three indicators: Severity (S), Occurrence (O), and Detection (D). The results indicate that the risks faced by fishermen fall into natural, technical, and economic categories. Natural risks had an average RPN of 187.4, technical risks 182.3, and economic risks 172.9. Natural risks represented the highest priority category, while the specific source of risk with the highest overall RPN value was fishermen's lack of skill in using technology (228.2). Within the natural risk category, changes in fishing seasons had the highest RPN (217.7), whereas within the economic risk category, fluctuations in fish prices had the highest RPN (188.0). The findings suggest that risk management strategies should focus on enhancing fishermen's technological skills, utilizing information regarding sea conditions and seasons, and strengthening their capacity to cope with economic changes in order to mitigate the impact of risks on fishing activities.
