Abstract

This study is motivated by the divergent media coverage regarding the Free Nutritious Meal (MBG) Program, which has the potential to shape the construction of reality and drive media polarization. The study aims to analyze the framing of the MBG Program by CNNIndonesia.com and Tempo.co, identify differences in how each outlet constructs reality, and analyze patterns of framing polarization and their implications for public opinion formation. A qualitative approach within a constructivist paradigm was employed, utilizing Robert N. Entman’s framing analysis model—encompassing the definition of problems, diagnosis of causes, moral judgments, and treatment recommendations—alongside Berger and Luckmann’s theory of the social construction of reality as an interpretive framework. The data set consists of 34 news articles published between January and April 2026 (16 from CNNIndonesia.com and 18 from Tempo.co), selected via purposive sampling. The findings reveal that both outlets consistently applied Entman’s four framing elements but emphasized different aspects. CNNIndonesia.com tended to employ an affirmative frame, highlighting policy successes, program achievements, and the program's sustainability, whereas Tempo.co predominantly utilized critical-structural and institutional-corrective frames, focusing on issues of governance, oversight, transparency, and implementation risks. These differences indicate the presence of framing polarization, driven by varying issue emphases, actor selection, and interpretations of facts. This situation has the potential to fragment public opinion through the divergent construction of reality across media outlets.
