Abstract

The digital public complaint service Lapor Semar Solusi AWP faces challenges regarding the low awareness and understanding among Semarang residents following repeated rebranding processes. Furthermore, public participation remains critically low because 98% of surveyed respondents doubted that their submitted complaints would be resolved effectively. This study aims to describe the collaborative communication strategy between the Semarang City Communications and Informatics Office (Diskominfo) and Diponegoro University Communication Science students in the public socialization campaign. Additionally, it analyzes how the application of a strategic communication model addresses barriers related to public awareness, trust, and action.  This research employed a descriptive qualitative approach, collecting data through in-depth interviews, direct observation, and document analysis. The data were analyzed interactively based on Hafied Cangara’s five-stage communication planning model, comprising research, planning, execution, measurement, and reporting. The campaign combined digital channels—such as Instagram and E-Radio—with face-to-face outreach via Goes to School, Goes to Campus, Goes to RW, and a main event at the Simpang Lima Car Free Day. This integrated communication strategy successfully exceeded key performance indicators (KPIs), achieving an Instagram Ads reach of 81,190 accounts alongside significant increases in new user registrations and public comprehension. The collaboration combining bureaucratic authority with creative student-led engagement proved effective in bridging public communication gaps and boosting civic awareness. Nonetheless, sustained socialization efforts and faster technical follow-ups across municipal agencies remain essential to foster enduring public trust.
