Abstract

Abstract: This study aims to examine the implementation of government policies in minimizing school dropout among children in Pai Village, Biringkanaya District, Makassar City. The study employs George C. Edward III's policy implementation theory, which consists of four indicators: communication, resources, disposition, and bureaucratic structure. This research uses a qualitative method with a descriptive approach. The research informants included officials from the Makassar City Education Office, the Pai Village Government, school representatives, parents, and school dropout children. Data were collected through observation, interviews, and documentation, while data analysis was conducted using the Miles and Huberman interactive model, which includes data reduction, data display, and conclusion drawing. Data validity was ensured through source, technique, and time triangulation. The findings indicate that the implementation of government policies to minimize school dropout has been carried out effectively. The communication aspect was implemented through the dissemination of educational assistance programs to the community. The resource aspect was supported by the availability of funding, human resources, and inter-agency collaboration. The disposition aspect reflected the commitment of policy implementers in conducting data collection, mentoring, and monitoring children at risk of dropping out of school. Meanwhile, the bureaucratic structure was characterized by a clear division of responsibilities and coordination among the Education Office, village government, schools, and the School Dropout Return Action Volunteer Team (ATS). However, the implementation has not yet been fully optimal due to several challenges, including administrative residency requirements, family economic conditions, low learning motivation, and peer environmental influences.
