Abstract

Character education has become widespread in the education world nowadays. Character education requires educators to contribute fully in the cultivation of character values to realize a civilized nation by maintaining local knowledge of each in every area that eroded due to shifting of the age. This study aims to describe the character education based on local wisdom (Bugis) in primary school SDN Lautang Belawa Wajo District of South Sulawesi. This research was a qualitative research using a case study with the observation method by looking at direct activities at school, interview to learn the characters that were applied at school, and documentation by looking at the results of report cards or portfolios of students. The result showed that the implementation of the character based on local wisdom that consists of obedience to God almighty (mapatoh ri Dewatae), honest (ma lempu), discipline (ma patoh), hard work (ma reso temangingi), responsible (Soppo: renge), love for the homeland (ma ri poji wanuata), peace-loving (siamaseang) were not completely applied and still needed to be evaluated. Supporting factors were the motivation of parents and school cooperation then inhibiting factors were the facilities, rules, learners’ background, lack of awareness of learners, and learners’ social environment. The conclusion of the research was the implementation of character based on local wisdom from several findings of the character value has not been seen and was well implemented.

Abstract

The purpose of this researct was to know how to manage retribution of batu Pake Gojeng Archaeologi Park recreation area in sinjai regency, and the extent of influence caused by the management of retribution in Batu Pake Gojeng Archaeological Park. The type of research was qualitative. This research used descriptive qualitative and phenomenology with 9 informants. Data collection techniques such as interviews, observation and documentation. The results of this study indicated that the management of retribution in the Batu Pake Gojeng Archaelogical Park already quite maximum. It could be seen from the realization of the target amount of retribution from 2012 to 2016 always increased every year. The effect of retribution management of Batu Pake Gojeng Archaelogical Park recreation area in Sinjai regency was to increase visitor and increase local revenue in Sinjai regency.

Abstract

This study aims to determine the Effectiveness of Management of Land and Building Taxes as well as the factors that become obstacles in the Management of Urban Rural Land and Building Taxes (PBB-P2) in the Revenue Service of the Regency of Bone. The type of research used is qualitative research with descriptive type. The data collection technique uses observations, interviews and documentation using 9 informants. Data analysis techniques used are data reduction, data presentation and conclusion drawing. The validity of the data used is triangulation and referential adequacy. The results of this study indicate good management but there are still obstacles that often occur such as internal barriers, namely the lack of public awareness in paying taxes so that it slows down the UN management system. External barriers are still lack of human resources of the employees, Written Tax Returns (SPPT) sometimes not up to taxpayers or the community because the location of the taxpayer's residence is difficult to reach, the public is not obedient in paying taxes, and administrative problems that occur in UN services in the Regional Revenue Service of Bone Regency. Keywords: Effectiveness, Management, PBB-P2. ABSTRAK Penelitian ini bertujuan untuk mengetahui Efektivitas Pengelolaan Pajak Bumi dan Bangunan serta faktor-faktor yang menjadi penghambat  dalam Pengelolaan Pajak Bumi dan Bangunan Perdesaan Perkotaan (PBB-P2) di Dinas Pendapatan Daerah Kabupaten Bone. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan tipe desriptif. Teknik pegumpulan data menggunakan observasi, wawancara serta dokumentasi yang menggunakan 9 informan. Teknik analisis data yan digunakan yaitu Reduksi data, penyajian data serta penarikan kesimpulan. Keabsahan data yang digunakan yaitu triangulasi dan kecukupan referensial. Hasil penelitian ini menunjukkan pengelolaan yang baik tetapi masih ada hambatan yang sering terjadi seperti hambatan internal yaitu kurangnya kesadaran masyarakat dalam membayar pajak sehingga memperlambat dalam sistem pengelolaan PBB. Hambatan eksternal yaitu masih kurangnya sumber daya manusia para pegawainya, Surat Pemberitahuan Pajak Tertulis (SPPT) kadang tidak sampai ke wajib pajak atau masyarakat karena lokasi tempat tinggal wajib pajak yang susah untuk dijangkau, masyarakat tidak patuh dalam membayar pajak, serta permasalahan administrasi yang terjadi dalam pelayanan PBB di Dinas Pendapatan Daerah Kabupaten Bone. Kata Kunci: Efektivitas, Pengelolaan, PBB-P2

Abstract

The purpose of this research is not only aimed to know the service quality but also to know the supporting and inhibiting factors of the public service in Prona. This research used qualitative research type which is choosen by certain sample who had knowledge about Prona Service Quality. The research result showed that 1) if the required file was completed then the certificate could be quickly resolved 2) the service flow could be said “good” 3) the employee had not done the best in their work 4) PRONA activites will be completed within one budget a year 5) public enthusiasm in enrolling their land by Prona 6) the less of surveyor staff become the most inhibiting factor of Prona service. Keywords: Quality, service, PRONA

Abstract

The objective of the research is to know the management of aeng towa market levies to increase local revenues and factors inhibiting and supporters in the district Takalar. The type of research is descriptive qualitative which has eigth informants. The data collecting techniques used observation and interview. The data was analyzed using descriptive technique. The research results show that the management of the market retribution aeng towa not in accordance with the target that has been set as traders are still not consistent in paying the market tax. There is another factors that became the obstacles of this Aeng Towa market tax management that the market capacity is still limited. Keywods: efforts to increase, obstacle, management levy ABSTRAKAdapun tujuan dilakukannya penelitian ini ialah untuk mengetahui bagaimana pengelolaan Retribusi pasar Aeng Towa terhadap peningkatan pendapatan asli daerah dan faktor penghambat dan pendukung di Kabupaten Takalar. Jenis penelitian adalah deskriptip kualitatif dengan informan 9 orang. Teknik pengumpulan data dikumpulkan dengan menggunakan instrument berupa observasi , wawancara terhadap informan. Data tersebut dianalisis secara deskriptif. Hasil penelitian ini menunjukkan bahwa pengelolaan retribusi pasar Aeng Towa belum sesuai dengan target yang telah di tentukan karena pedagang yang  masih belum konsisten dalam membayar retribusi pasar. Faktor penghambat pengelolaan retribusi Pasar Aeng Towa yaitu daya tampung pasar terbatas.Kata kunci: upaya peningkatan, hambatan, pengelolaan retribusi

Abstract

The objective of the research is to know how the preventive and repressive controlling that have done by the government in parking management in Makassar city. The kind of this research is descriptive qualitative with eleven informants. The technique of data collection were collected by observe instrument, interview the informant. The data analyzed by descriptive. The research result showed that the controlling that have done by Dinas Perhubungan Makassar city in parking management in Makassar city were not enough and did not reach the target and there were many societies that parked their transportation in the border street that have arrangement before and they have not know that arrangement yet. Keyword: Controlling, Management, Parking Adapun tujuan dilakukannya penelitian ini ialah untuk mengetahui bagaimana pengawasan preventif dan pengawasan represif yang dilakukan pemerintah dalam pengelolaan parkir di kota Makassar. Jenis penelitian adalah deskriptif kualitatif dengan informan sebanyak sebelas orang. Teknik pengumpulan data dikumpulkan dengan menggunakan instrumen berupa observasi, wawancara terhadap informan. Data tersebut dianalisis secara deskriptif. Hasil penelitian ini menunjukkan bahwa pengawasan yang dilakukan Dinas Perhubungan kota Makassar dalam pengelolaan parkir di kota Makassar dianggap kurang dan tidak mengenai sasaran dan masih banyak terdapat masyarakat yang memarkir kendaraanya di bahu jalan yang sudah memiliki aturan dan masih banyak yang belum mengetahui aturan tersebut.Kata kunci: Pengawasan, Pengelolaan, Parkir

Abstract

 This research aims to know government role and governmental step in management of Terminal Regional Daya Makassar City. It executed in Company of Area ‘PD. Terminal Makassar Metro’. Type of this research is descriptive qualitative with source of primary and secondary data. Data  are obtained by observation, interview and documentation. Data are analyzed by reduction, display data and verification later conducted anticipatory. Result of research indicates that governmental role in management of terminal is not yet optimal, which is supported by result of field observation and interview. As facilitator, motivator and regulator, government is not maximal in applying of relevant regulation of terminal, less co-ordinate and observation. Governmental steps in managementof terminal are planning, budgeting, and implementing management of terminal. Keywords: role of government, management, terminal  Penelitian ini bertujuan mengetahui peran pemerintah dan langkah pemerintah dalam pengelolaan Terminal Regional Daya Kota Makassar. Dilaksanakan di Perusahaan Daerah “PD. Terminal Makassar Metro”. Jenis penelitian deskriptif kualitatif dengan sumber data primer dan data sekunder. Data diperoleh melalui observasi, dokumentasi dan wawancara. Data dianalisis secara reduction, display data dan verificationkemudian dilakukan anticipatory. Hasil penelitian menunjukkan bahwa peran pemerintah dalam pengelolaan terminal belum optimal, yang mana didukung oleh hasil observasi lapangan dan wawancara. Sebagai fasilitator, motivator dan regulator, pemerintah tidak maksimal dalam penerapan peraturan terkait terminal, kurang melakukan koordinasi dan pengawasan. Langkah pemerintah dalam pengelolaan terminal ialah perencanaan, penganggaran, dan implementasi pengelolaan terminal. Kata kunci: peran pemerintah, pengelolaan, terminal

Abstract

The purpose of this research is to describe and explain the service performance of civil servants in the Government Secretariat in Enrekang Regency. The type of research is quantitative descriptive which describe the service performance of the employee. The respondent of the research are 63 employees selected by random sampling techniques. Techniques of the data collection use questionnaire and observation of the respondent. Analsys of the data use frequency tables. The results of this research are demonstrated by the highest percentage of the total fixed of the service performance employee with the percentage is 82.5 percent. There are inhibiting factors and supporting factors of the  service performance employee. Inhibiting factors are quality of work, punctuality and discipline while supporting factors are motivation and work ability.  Keywords: performance, services, employee                               Penelitian ini bertujuan untuk menggambarkan dan menjelaskan kinerja pelayanan pegawai negeri sipil di Sekretariat Pemerintah Kabupaten Enrekang. Jenis penelitian adalah deskriptif kuantitatif yang menjelaskan bagaimana kinerja pegawai terhadap pelayanan. Responden sebanyak 63 pegawai yang dipilih secara sampling acak. Teknik pengumpulan data menggunakan kuesioner dan observasi. Data tersebut dianalisis dengan menggunakan tabel frekuensi. Hasil penelitian ini dibuktikan dari persentase tertinggi yang tertuju pada uraian total frekuensi jadwal pelayanan pegawai  dengan persentase tinggi 82,5 persen. Ada faktor pendukung dan penghambat pada kinerja pelayanan pegawai. Faktor penghambat yaitu kualitas kerja, ketepatan waktu dan kedisiplinan sedangkan faktor pendukung kinerja pelayanan pegawai yaitu motivasi kinerja dan kemampuan kerja. Kata kunci: kinerja, pelayanan, kepegawaian

Abstract

The aim of  this research is to find out the Application of Sound Governance on the public service in the SAMSAT Office, Gowa. In addition, to determine the public perception of the services in SAMSAT office by linking with a Sound Governance. The study was phenomenological type. The research method is descriptive qualitative that the researcher intends to give a description or explanation about the implementation of Sound Governance on the public service in the SAMSAT office. The result of this research indicated that the implementation of sound governance dimension on the public service at the SAMSAT office, Gowa. It was about the process of decision-making, policy and implementation which is be better. The structural or regulatory rules and actors in the public service had been running optimally. Management and performance on the sound governance dimention in the public service in the SAMSAT Office had been TUPOKSI very well. The public perception on the service in the SAMSAT Office with regard to sound governance, namely: (a) the transparency on the public service in the SAMSAT office Gowa was still minimal, so only the partially which they publish to the public; (b) Conditional on the public service in the SAMSAT office Gowa still need to be in good order. So that the conflict between employes with the community can be minimized; (C) Equal rights on the public service in the SAMSAT office, Gowa.. There are still differences in terms of services.  Keywords: dimensional sound governance, public services Tujuan Penelitian yaitu untuk mengetahui Penerapan Sound Governance dalam pelayanan publik di Kantor SAMSAT Kabupaten Gowa, selain itu untuk mengetahui Persepsi Publik terhadap pelayanan di Kantor SAMSAT dengan mengkaitkan dengan Sound Governance. Tipe Penelitian bersifat fenomenologis. Jenis penelitian yang dilakukan adalah deskritif kualitatif yaitu penulis bermaksud untuk memberikan gambaran atau penjelasan mengenai Penerapan Sound Governance dalam pelayanan publik di Kantor SAMSAT Kabupaten Gowa. Hasil Penelitian ini menunjukkan bahwa penerapan dimensi sound governance dalam pelayanan publik di kantor SAMSAT Kabupaten Gowa adalah mengenai proses dalam pengambilan keputusan, kebijakan dan pelaksanaanya sudah cukup baik. Struktural yang  di sini Aturan atau regulasi dan aktor dalam pelayanan publik sudah berjalan dengan optimal. Manajemen dan kinerja dalam dimensi sound governance pelayanan publik di Kantor SAMSAT sudah menjalankan TUPOKSI dengan baik. Persepsi publik terhadap pelayanan di Kantor SAMSAT dengan kaitannya dengan sound governance yaitu: (a) Transparansi dalam pelayanan publik di kantor SAMSAT Kabupaten Gowa, masih minim sehingga hanya sebagian saja yang mereka publikasikan ke masyarakat; (b) Kondisional dalam pelayanan publik di Kantor SAMSAT Kabupaten Gowa masih perlu di tata dengan baik sehingga pertentangan antara pengawai dengan masyarakat dapat diminimalisir; (c) Kesamaan Hak dalam pelayanan publik di Kantor SAMSAT Kabupaten Gowa disini masih ada perbedaan dalam hal pemberian pelayanan. Kata kunci: dimensi sound governance, pelayanan publik

Abstract

The aims of this research is to determine the wage level about wage system and the effect of the wage system towards the performance of seasonal employees in PTPN X (Sugar Factory of Camming Bone). The research applied descriptive qualitative type. The population of this study involves all the seasonal workers of the grinding section which consist of 65 employees as the samples. The results of this study indicate that the wage system reaches 79.2% or it is in good category andthe employees performance reaches 83% or is in very good category. Later, based on the results of the hypothesis test, itindicates that there is a significant influence between the wage system and the performance of seasonal employees in PTPN X (Sugar Factory of Camming Bone). Keywords: wage system, employee performance
