Abstract

Securitization of migration refers to the phenomenon of attaching the issue of migration to the issue of national security. This concept has evolved since Western countries such as Europe and the United States have imposed restrictions on those who migrate through selective immigration policies, strict border security. Basically migration securitization is not just about making migration organized; it also contains symbolic processes that create or reinforce rhetoric regarding the exclusivity of the political community. In Indonesia, the securitization of migration lies in the policies and rhetoric that is disseminated to the public domain regarding the migration of foreign nationals into Indonesian territory. This is demonstrated by the use of immigration detention centers to hold immigrant asylum seekers, the implementation of the Bali Process on People Smuggling, Trafficking in Persons and Related Transnational Crime and the Lombok Treaty with Australia, as well as border security cooperation with Australia. All of these are forms of policy or cooperation to deal with the entry of immigrants on an irregular basis and prevent the dangers of national security including terrorism. The dilemma is, Indonesia is one of the transit countries that is passed by asylum seekers or asylum seekers from various regions in the world who seek protection to Australia.

Abstract

This research paper aims to analyze the readiness of local government in Indonesia in order to fulfill the Sustainable Development Goals (SDGs) initiated by the United Nations for rural area level. The author analyzes the open government readiness in Melung Village, Banyumas Districts, Central Java, as a specific case to see the strategy and application of e-government model that was conducted by the government. This paper argues despite the location in the rural area, the government of Melung Village has utilized the system based on the SDGs framework, such as an action to replace paper-based administration into electronic government. This effort was taken to improve the efficiency of public services based on quality and accountability which leads to more active government participation in sharing information with its citizen. Nevertheless, the local government of Melung Village efforts were not good enough since they still need assistance from government and state-owned company. Therefore, the result of the research might strengthen local government institutional and able to fulfill the development goals as is set in SDGs framework.

Abstract

This paper departs from the concern that states’ policy towards refugees and asylum seekers around theworld has not necessarily encouraged a true meaning of refugee protection. Instead, the policy related to their situation has been founded on the ba- sis of states’ rights to accept asylum. In consequence, there have been always cases of refugees living in limbo, denied from protection or even deported to their home countries. The fact however needs to be not taken for granted, to be acknowledged as result of construction by wide range of actors; states, intergovernmental states, international non-governmental organizations, individuals, etc. This paper is partic- ularly interested in the ways that state through their actions- or inactions- establish a certain rhetoric about refugee rights. More specifically, this paper discusses the way ASEAN- referring to the regional organization and the individual states- shapes the rhetoric about refugee rights in their response to the Rohingya crisis. This paper collects and gather information regarding ASEAN meetings and policies as well as states’ initiatives and policies which directly or indirectly address the problems of Rohingya refugees. In order to understand how these policies form the way refugees rights is understood, this paper applies critical discourse analysis by revealing the direction to which the region and its individual states bring the overall discourse on refugee rights.
