Abstract

AbstractThis paper aims to analyze Rusia’s interest in the development of Turkish Stream Project in 2014 until 2016. Energy is the most notable sector for Russia that can affect the economy-politics. From economy side, energy exports are largely included in state revenues. Politically, energy is a top priority in every political agenda and foreign policy. Energy is one of determining Russia’s foreign policy toward its energy importing countries. EU is a region that has dependence on Russian energy, especially natural gas. Therefore Russia sees EU as a great opportunity and wants to dominate European’s energy market. So the South Stream project was formed which would deliver Russian natural gas directly to Europe via the Black Sea. This is one of Russia’s step to maintain the EU’s dependence on Russia and dominating energy market. Unfortunately, this project must be stalled due to the Third Energy Package policy implemented by EU. Russia, with its ambition to dominate the European energy market, has had an alternative project to achieve that ambition. The Turkish Stream project was formed in cooperation between Russia dan Turkey. The project planned not only deliver Russian natural gas to Turkey but also Europe via Greece. Although the negotiations and deliberations of this project were delayed, the project was finally continued.Keywords : Energy, National Interest, Third Energy Package, European Union , Russia.AbstrakArtikel ini hendak menganalisa kepentingan Rusia dalam pembangunan proyek “Turkish Stream”. Energi adalah sektor yang paling menonjol bagi Rusia yang dapat mempengaruhi ekonomi-politik. Dari sisi ekonomi, ekspor energi sebagian besar masuk dalam penerimaan negara. Secara politis, energi merupakan prioritas utama dalam setiap agenda politik dan kebijakan luar negeri. Energi adalah salah satu penentu kebijakan luar negeri Rusia terhadap negara pengimpor energinya. UE adalah wilayah yang memiliki ketergantungan terhadap energi Rusia, terutama gas alam. Oleh karena itu Rusia melihat Uni Eropa sebagai peluang yang bagus dan ingin mendominasi pasar energi Eropa. Proyek South Stream yang dibentuk ini akan mengantarkan gas alam Rusia langsung ke Eropa melalui Laut Hitam. Hal ini adalah salah satu langkah Rusia untuk menjaga ketergantungan Uni Eropa terhadap Rusia dan mendominasi pasar energi. Sayangnya, proyek ini harus macet karena kebijakan Third Energy Package yang diimplementasikan oleh UE. Rusia, dengan ambisinya mendominasi pasar energi Eropa, telah memiliki proyek alternatif untuk mencapai ambisi tersebut. Proyek Turkish Stream dibentuk atas kerjasama antara Rusia dan Turki. Proyek ini direncanakan tidak hanya mengantarkan gas alam Rusia ke Turki tapi juga Eropa via Yunani. Meski negosiasi dan pembahasan proyek ini tertunda, proyek tersebut akhirnya dilanjutkan.Kata-kata Kunci: Energi, Kepentingan Nasional, Third Energy Package, Uni Eropa, Rusia.

Abstract

AbstractThe shift of Indonesian government regime in 2014 had led to a seachange in development approach. Joko Widodo prioritises iridentism based on maritime sector. Maritime is essentially one of potentials that had not been optimalised by the previous government. As a country with around half of its territory consists of ocean, realising the dream of welfare state for Indonesia is a challenge and opprtunity of the maritime axis. Indonesia is a country with the second longest coastal line in the world, and need to be used as potency for the welfare of Indonesian citizens. Pursuing strong economy and stability in security is the key for the nation‘s welfare. Presenting this hope through maritime axis is a real work of this government and may be a constructive and productive discourse for the future Indonesia. AbstrakPergantian rezim pemerintahan di Indonesia pada tahun 2014 dari Susilo Bambang Yudhoyono ke Joko Widodo membawa angin perubahan pada pendekatan pembangunan. Joko Widodo mengedepankan iridentisme kejayaan masa lalu Indonesia yang berbasis pada sektor maritim. Kemaritiman sejatinya merupakan salah satu potensi yang belum atau bahkan tidak terlalu diberdayakan pada masa pemerintahan yang lalu. Sebagai wilayah yang sebagian besar wilayahnya adalah laut, mewujudkan cita-cita negara kesejahteraan bagi Indonesia merupakan sebuah tantangan dan potensi yang coba diwujudkan melalui konseptual poros maritim. Indonesia yang tercatat memiliki garis pantai terpanjang kedua di dunia harus dimanfaatkan sebagai potensi bagi kesejahteraan rakyat Indonesia seluas-luasnya. Kemaritiman yang kembali dipromosikan pada saat ini sebenarnya memiliki konsekuensi terhadap pembangunan, ekonomi dan keamanan bagi Indonesia. Menciptakan bangsa dengan ekonomi yang kuat dan stabilitas keamanan yang baik merupakan kunci dari terwujudnya kesejahteraan bangsa dan negara. Menghadirkan kembali harapan kejayaan bangsa melalui kemaritiman merupakan impian dan kerja nyata dari pemerintahan baru ini yang sekiranya dapat menjadi wacana yang konstruktif dan produktif bagi kemajuan Indonesia di masa yang akan datang. Abstract

The Nagorno Karabakh conflict is a conflict over territorial disputes that is synonymous with inter-Azerbaijan strife that adheres to the principle of integrating its territory in Nagorno Karabakh and Armenia which support the Nagorno Karabakh region and ethnic Armenians who are in it for independence from Azerbaijan. The dynamics of the Nagorno Karabakh conflict between Azerbaijan and Armenia continue to unfold, and there has never been a sustainable peace agreement between the two parties in dispute since the peace agreement Bishkek (Bishkek Protocol) 1994. Along with the dynamics of the battle, Russia has a very active role in the mediation and peace-building process between the two parties in conflict. Russia's position as mediator is carried out within the official framework of the OSCE Minsk Group and in the personal initiation of the state in the medium of the trilateral meeting. This research will describe the dynamics of the Nagorno Karabakh conflict in the period 2008-2016 along with efforts to resolve disputes under the Russian role. Abstract

This research paper aims to analyze the readiness of local government in Indonesia in order to fulfill the Sustainable Development Goals (SDGs) initiated by the United Nations for rural area level. The author analyzes the open government readiness in Melung Village, Banyumas Districts, Central Java, as a specific case to see the strategy and application of e-government model that was conducted by the government. This paper argues despite the location in the rural area, the government of Melung Village has utilized the system based on the SDGs framework, such as an action to replace paper-based administration into electronic government. This effort was taken to improve the efficiency of public services based on quality and accountability which leads to more active government participation in sharing information with its citizen. Nevertheless, the local government of Melung Village efforts were not good enough since they still need assistance from government and state-owned company. Therefore, the result of the research might strengthen local government institutional and able to fulfill the development goals as is set in SDGs framework.

Abstract

This paper examines a cross-sector collaborative model for development policy in a creative economy in a rural area setting. The creative economy based on the village’s creative potential is considered capable of contributing to the national economy, but it should be supported by public policies that are adaptive to the potential and needs of creative economy actors. The paper used a qualitative approach with case studies in Banyumas Regency, Central Java, Indonesia. This village represents one of the leading creative economy subsectors in Indonesia, which is culinary. The study found that collaboration among Penta Helix forces played multiple roles in driving rural creative actors and building rural creative ecosystems. The stages of collaboration were identified in strengthening organizational structure, program implementation, and organizational consolidation.  Organizational capability and innovation have been growing in rural creative economy actors during cross-sector collaboration implementation. This study provides insights into how Penta Helix collaborates with rural creative actors to promote the rural creative economy. From a public policy perspective, this study fills a significant gap in the literature regarding rural development models that are not covered much in the creative economy policy.

Abstract

This article is part of an international relations study conducted by the authors. This study aims to illustrate the extent to which Indonesia can get out of the “entanglement” of the COVID-19 pandemic, especially in the tourism industry sector. Another purpose of writing this article is to analyze the Indonesian government’s role in using the term “new normal” and its relation to sustainable tourism during the COVID-19 pandemic has not ended. Tourism during the COVID-19 pandemic is the focus of the discussion of this article because it is one of the industries most harmed by this pandemic. Globally the loss of world tourism reaches US$22 billion. This figure will continue to increase as long as this pandemic cannot be controlled through vaccines and drugs. No exception for Indonesia, which lost the country’s original income from this sector, reaching tens of trillions of rupiah in just four months since WHO announced COVID-19 as a global pandemic. The new normal situation during the ongoing COVID-19 pandemic is an opportunity as well as a challenge for world tourism in general and Indonesian tourism in particular. The change in lifestyle and habits of the community in traveling directly or indirectly has “hit” this industry very hard. Undeniably, reactivating tourism industry activities do have considerable risk, but on the other hand, many sectors depend on this industry. Cleanliness, Health, Safety, Environment Sustainability (CHSE) strategy conducted by the Indonesian government is one of the efforts in re-mobilizing Indonesia’s tourism sector amid the COVID-19 pandemic, as well as the opportunity to apply three main principles of sustainable tourism in the new normal era, namely involving the social sector in policy engagement, maintaining the sustainability of natural resources and making sustainable development a synonym of economic growth.
