Abstract

This study aims to examine the application of Quality-Based Management (MBM) in the management of Human Resources (HR) at Prasetiya Mandiri Polytechnic PSDKU Palembang. The focus of the research includes the process of implementing MBM, supporting and inhibiting factors, and the impact on human resource performance. The method used is a qualitative approach with the type of case study, through in-depth interviews, observations, and documentation studies. The results of the study show that the implementation of MBM is carried out through the stages of planning, implementation, evaluation, and continuous improvement, with quality principles such as quality improvement, involvement of all elements of the organization, and focus on service user satisfaction. Supporting factors include visionary leadership, management commitment, and an organizational culture that is open to change. On the contrary, obstacles arise from limited resources, resistance of some human resources, and less than optimal training. The implementation of MBM has a positive impact on improving the competence, motivation, and performance of lecturers and education staff, although it still needs to be strengthened in the aspects of evaluation and sustainable development. This research makes a theoretical contribution to the development of the concept of MBM in higher education as well as practical benefits for campuses in improving the quality of human resource management.
