Abstract

This study discusses the application of Frederick Winslow Taylor's Scientific Management Theory in the public service bureaucracy of the East Bolaang Mongondow Regency Government, North Sulawesi Province. The purpose of this study is to analyze the effectiveness of scientific management principles in improving the efficiency and quality of public services through work standardization, time and motion studies, employee training, and the use of bureaucratic technology. The results of the study show that the application of this theory can accelerate administrative processes, improve accountability, and optimize human resources. However, weaknesses were also found, such as the potential for employee dehumanization and limitations in adapting to local conditions. It is recommended that this approach be integrated with Human Relations theory to balance technical efficiency and employee welfare in the long term.
