Abstract

This research was conducted in the Mori Atas sub-district North Morowali Regency using the theory of Merilee S. Grindle through the Content Policy such as affected interests, the type of policy impact, policymaking layout, and resources used. In addition, the Policy Environment of this theory sees it from the characteristics of the institution and its ruler. This research uses descriptive qualitative research method with research interviews type which is selected intentionally adjusted  to the focus of the research, the informants are the farmers, village government of Mori Atas, officials of Land Office of  Morowali, and the Government of North Morowali. Furthermore, the data were collected through observation, both primary and secondary data, and documentation. The results showed that the implementation of Palm Estate Tenure Policy PT.PN XIV / PT.SPN is not successful, it is due to neglect of the interests of the policy namely the target group of the policy by looking at the impacts of the policy both ecological and social development that a relationship public access to the environment will be lost, in terms of policy decisions explains that from the superstructure realm between legal-political, while a lack of success of this policy is nonuse of a great resource in the implementing the policy that the target group in this case are rural farmers. In policy environment, this research finds the tendency of the repressive attitude towards the implementation of the policy properly, but it is on the contrary. The policy recipients refused Estate Tenure Policy that has been implemented.

Abstract

His research aims to determine the performance of the Village Government in Kamarora B Village, Nokilalaki District, Sigi Regency. The research method used is Qualitative Descriptive, namely providing an overview of the phenomenon or focus of the problem being researched which occurs at the research location according to existing facts. The data collection techniques used were observation, in-depth informant interviews and documentation to collect the required data in the form of primary and secondary data. Meanwhile, there were 7 informants in this study, namely 3 people from the Kamarora B Village Government, 1 person from the Village Consultative Body, and 3 people from the Kamarora B Village Community. The theory used in this research is Agus Dwiyanto's theory where there are five indicators used In measuring the performance of the Village Government in Kamarora B Village, Nokilalaki District, Sigi Regency, the five indicators are Productivity, Service Quality, Responsiveness, Responsiveness and Accountability. Based on the research results, it shows that the performance of the Village Government in Kamarora B Village, Nokilalaki District, Sigi Regency, in general, its implementation is not optimal, can be seen in the Productivity Indicator, namely the use of village government time is still less than optimal, as evidenced by the development programmed by the Village Government in 2024 has not been carried out and there is a decline the amount of development realized by the Village Government between 2023 and 2024. Accountability Indicators can be seen that the Village Government is not fair in allocating development to each hamlet, while the Service Quality, Responsiveness and Responsibility Indicators are quite good in their implementation by the Village Government.

Abstract

The institutional problems of BUMDes are still a polemic, one of which is the management of BUMDes Pado'e Jaya in Mayakeli Village, Pamona Puselemba District, Poso Regency. The lack of clarity in various program/activity plans, lack of community participation, suboptimal BUMDes budget governance, unclear division of BUMDes management duties, and weak supervision, make BUMDes management still run poorly. This study aims to determine the Management of Village-Owned Enterprises in Mayakeli Village, Pamona Puselemba District, Poso Regency, this study uses a qualitative method of the Descriptive type, where the drawing of informants is done purposively. The types of data are primary and secondary data. Data collection techniques are through field research (Observation, Interviews and Documentation). Meanwhile, the informants used are 7 people. Researchers use the theory put forward by James A.F Stoner with 4 aspects, namely planning, organizing, leadership, and control. The results of this study found that the Management of Village-Owned Enterprises in Mayakeli Village is not optimal even though the planning aspect has been carried out through deliberation and the leadership aspect has implemented a collaborative and participatory leadership style. In terms of organization, it is quite good and effective. However, it must be improved to increase cooperation and coordination between BUMDes management and the village government. Then, control based on research results and field facts there are challenges related to low participation and public awareness in utilizing resources provided by BUMDes and further efforts are needed to increase community participation and awareness, as well as their responsibility to pay off debts in BUMDes.

Abstract

This study aims to examine the drug abuse prevention strategies implemented by the National Narcotics Agency of Donggala Regency (BNNK Donggala). The research method used is qualitative with a descriptive approach. To analyze BNNK Donggala’s strategies in preventing drug abuse, this study adopts Kooten’s theory, which consists of four strategic types: Organizational Strategy, Program Strategy, Resource Support Strategy, and Institutional Strategy. The types of data used include primary and secondary data, collected through observation, interviews, and documentation. The research findings show that the strategies implemented by BNNK Donggala are an extension of the national policies set by the central National Narcotics Agency (BNN), adapted to local conditions through mapping of drug-prone areas, community reports, surveys, and cross-sector coordination. The program targets are divided into two categories: individuals who have never used drugs and those who have tried or experimented with them. Prevention strategies for the first group are carried out through education and outreach, while the second group is approached through outpatient rehabilitation efforts. The main programs implemented include the Desa Bersinar (Drug-Free Village) Program, the Peer Teen Program (RTS), and the Anti-Drug Family Resilience Program. These programs emphasize community collaboration, the role of youth as agents of change, and the strengthening of family roles in early prevention. In addition, BNNK Donggala also conducts outreach through social media and direct field activities. For rehabilitation, outpatient services are provided through a clinic with procedures including interviews, screening, urine tests, and assessments. Clients with severe addiction are referred to the inpatient rehabilitation center in Makassar. Supporting strategies include human resource management, utilization of operational facilities, and institutional strengthening through cross-sectoral collaboration and the use of information technology, all of which contribute to the implementation of the program. In practice, BNNK Donggala adopts an integrated approach comprising preventive, repressive, and rehabilitative measures. Despite facing limitations in budget and personnel, synergy between the government, community, and stakeholders is a key factor in the success of the program.
