Abstract

Indonesia merupakan negara terdiri dari beragam suku bangsa,agama dan budaya menuju proses Indonesia yang utuh, di manadalam proses tersebut berdasarkan sejarah perjuangan, pembentukandan pembangunan bangsa Indonesia, potensi konflik selalu ada, baikyang bersifat laten maupun berwujud, baik yang bersifat vertikalmaupun horizontal. Ancaman potensi konflik tersebut bukan sesuatubahaya yang signifikan jika dalam penanganannya terlembagakandalam kerangka kebijakan yang lebih tinggi yang dapat menjadipayung bagi kerangka kebijakan dan operasional di bawahnya bagisemua sektor, tingkatan Pemerintah dan pemangku kepentinganyang terkait. Selama ini, cara penanganan Bencana Konflik Sosial,masih berpijak pada paradigma sentralistik dan represif (kuratif)dan disamakan dengan cara penangan bencana alam, pada halkonflik memiliki perbedaan karakteristik yang signifikan denganbencana alam. Untuk itu sangat urgen dibuatnya regulasi setingkatundang-undang yang khusus menangani bencana konflik sosial.Kata Kunci: Bencana, Konflik Sosial

Abstract

Abstract

The purpose of this study was to determine the Agenda Setting Analysis of the establishment of a No Smoking Area Regulation in Sigi District, Analysis Model of Agenda Setting Policy proposed by John Kingdon. This type of research is Descriptive Research and the basis of research used is Qualitative. Informants were determined by purposive sampling with a total of 6 informants. Data collection techniques used are observation, in-depth informal interviews, and documentation to collect the required data in the form of primary and secondary data, triangulation / combined. Research instruments are researchers, a list of questions and supporting tools. Data analysis is done by reducing data, displaying data and drawing conclusions. Purposive or deliberate research location determination. The results of this study indicate that in the process of setting a regulation setting for no-smoking zones in Sigi Regency, it has run well and according to the procedure, while if seen through the results of tracing the three stages of the flow namely problem flow, policy stream, and political stream, the three streams consider problems due to the high smoking users in Sigi Regency and the lack of public awareness of the surrounding health.

Abstract

In the development of government and territorial growth of a region in a country there are three things that are likely to occur related to territorial / regional structuring reform policies, first, the area is broader because the second centripetal policy has merged or annexed due to fragmentation. territorial (centrifugal policy), third, with the same territorial area (static / constants policy). in post-reform Indonesia in 1998 there have been an increase of 223 new autonomous regions (DOB) from a total of 319 pre-reform autonomous regions to 542 autonomous regions at the provincial / district / city level after the reformation. For Central Sulawesi, there are 23 proposals / plans for the establishment of DOBs. For projections and strategies to address the issue of regional expansion in Central Sulawesi based on current conditions and dynamics (2018), appropriate policy choices are needed in the face of the growing phenomenon of demand for expansion / formation of DOBs and regional structuring strategies based on centripetal policy, centrifugal policy or Constants policy . Judging from the strength of the Centripetal policy (integrated direction) there are a number of choices in the form of Annexation, Consolidation, Amalgamition. While the Centrifugal policy in the form of policies of Detachment, Fragmentation, Proliferation, Regional Government Splitting, Partition and Political Sub Division. For Constants / static policy choices in which the government carries out a pemekaran moratorium on an ongoing basis with proactive policy instruments. To project opportunities for DOB formation in Central Sulawesi, (1) Proposal for the establishment of Moutong and Tomini Raya Districts is more likely to be realized, as seen from the process, the two DOB candidates have been approved as DOBs as proposed by the DPR-RI initiative. East has the opportunity, because the proposal of the area at the regional level has been completed. (3) Areas that are actually and factually truly for reasons of distance of service and / or because of consideration of having national strategic values and security can have opportunities for form.

Abstract

The aim of this research is to find out the Village Government's Strategy in the Process of Controlling Schistosomiasis in Watumaeta Village, North Lore District, Poso Regency." The theory used is Koteen's theory in Salusu (1996: 104-105) which consists of 4 indicators including organizational strategy, program strategy, resource support strategy and institutional strategy. The basis of this research is qualitative with a descriptive research type. The data sources used are primary data and secondary data. There were 8 informants involved in this research with the determination of informants using purposive means. Data sources in this research include primary data and secondary data. Data collection techniques used include observation, interviews and documentation. With data analysis methods through data collection, data presentation, data reduction and drawing conclusions. The results of this research show that the Village Government's strategy in the process of controlling schistosomiasis in Watumaeta Village, North Lore District, Poso Regency has not been running optimally. This is based on the fact that the 4 Koteen theoretical indicators used as benchmarks are still not good in implementation.

Abstract

This study aims to determine the implementation of restrictions on the use of disposable plastic packaging and Styrofoam in the city of Palu. The basis of research used is field research and descriptive qualitative research type. The informants in this study were the Environmental Agency of Palu City, business actors, modern stores, plastic manufacturers and the people of Palu City. Data collection techniques through informants accompanied by observation, interviews, and documentation and using the basis of Van Metter and Van Horn Implementation theory which consists of 6 (six) variables, namely, Policy Standards and Infrastructure, Resources, Communication Between Implementing Agencies, Characteristics of Implementing Agencies, Social, Economic, and Political Environment, Implementing Attitudes. Based on the results of the study, it shows that the Implementation of the Policy on Limiting the Use of Disposable Plastic Packaging and Styrofoam in Palu City has not run optimally on several indicators, namely Policy Standards and Objectives, Resources, Communication Between Implementing Agencies, Social, Economic and Political Environment and Implementing Attitudes. Because of the lack of massive socialization and the lack of understanding and awareness of policy targets who do not know the impact of environmental damage, seeing in terms of operations has not been handled properly, in Resources there are still many shortcomings from human resources, in terms of enforcement and handling and lack of infrastructure in transporting waste, then in Communication Between Implementing Agencies has not conducted massive socialization starting from the implementers to the Policy targets, in the Characteristics between Implementing Agencies all involved in the implementation are in accordance with their respective fields, as well as in the Social, Economic and Political environment has supported the Implementation of this Policy even though in terms of the Economy it has not been said to be well implemented, and the Attitude aspect of Implementers requires assertiveness in the Implementation of these policies to avoid problems that will occur in policy implementation. All forms of this problem need improvement so that in the future it runs well and effectively.

Abstract

His research aims to determine the performance of the Village Government in Kamarora B Village, Nokilalaki District, Sigi Regency. The research method used is Qualitative Descriptive, namely providing an overview of the phenomenon or focus of the problem being researched which occurs at the research location according to existing facts. The data collection techniques used were observation, in-depth informant interviews and documentation to collect the required data in the form of primary and secondary data. Meanwhile, there were 7 informants in this study, namely 3 people from the Kamarora B Village Government, 1 person from the Village Consultative Body, and 3 people from the Kamarora B Village Community. The theory used in this research is Agus Dwiyanto's theory where there are five indicators used In measuring the performance of the Village Government in Kamarora B Village, Nokilalaki District, Sigi Regency, the five indicators are Productivity, Service Quality, Responsiveness, Responsiveness and Accountability. Based on the research results, it shows that the performance of the Village Government in Kamarora B Village, Nokilalaki District, Sigi Regency, in general, its implementation is not optimal, can be seen in the Productivity Indicator, namely the use of village government time is still less than optimal, as evidenced by the development programmed by the Village Government in 2024 has not been carried out and there is a decline the amount of development realized by the Village Government between 2023 and 2024. Accountability Indicators can be seen that the Village Government is not fair in allocating development to each hamlet, while the Service Quality, Responsiveness and Responsibility Indicators are quite good in their implementation by the Village Government.

Abstract

This research aims to find out the title of the Implementation of Shipping Safety Standards Policy in Banggai Laut Regency. The theory used is Charles O. Jones. This type of research is descriptive research and the basis of the research used is qualitative. Informants were determined using purposive sampling with as many informants as possible 8 People. The data collection techniques used are observation, in-depth informal interviews and documentation to collect the required data in the form of primary and secondary data. Data analysis is carried out by reducing data, data modeling (data display), drawing/verifying conclusions. Data Validity Check Using Source Triangulation. The results of this research can be concluded that the implementation of the Shipping Safety Standards Policy in Banggai Laut Regency is hampered by a lack of human resources and inadequate safety equipment, even though there is a clear organizational structure. Effective policy implementation is highly dependent on the availability and quality of resources, requiring increased outreach and training to ensure that both personnel and the public have adequate safety information and equipment.
