<![CDATA[ABSTRACT The Covid-19 pandemic has had an impact on almost all aspects of life, including the tourism aspect. This was due to restrictions on local and foreign tourists which resulted in a decrease in the amount of foreign exchange for the country and other tourism actors. Places that are often the location of MICE (Meeting, Incentive, Convention, and Exhibition) implementations certainly need to rack their brains to survive in the midst of a pandemic that limits face-to-face meetings. Surakarta City or Solo City is one of the tourist destinations in Indonesia and has been designated as a MICE city to hold events both nationally and internationally. A permit from the local government is needed by fulfilling the existing requirements. The purpose of this study is to find out the permission provisions and the permission application process needed for MICE activities during the pandemic in Solo City. This research was conducted by direct observation at the location and conducting interviews with informants related to MICE permissions. Then the data was analyzed qualitatively. Based on the results of the study, it was found that the implementation of MICE permisson in the City of Solo followed the applicable Enforcement of Restrictions on Community Activities provisions. Enforcement of Restrictions on Community Activities itself is divided into 4 levels, namely levels 1, 2, 3, and 4. The four levels are distinguished by the applicable operating hours and the maximum capacity of visitors at one time.Keywords: MICE, pandemic, Enforcement of Restrictions on Community Activities, activity permission. ABSTRAK Pandemi Covid-19 memberikan dampak pada hampir seluruh aspek kehidupan termasuk juga aspek pariwisata. Hal tersebut dikarenakan pembatasan wisatawan lokal dan mancanegara yang mengakibatkan penurunan jumlah devisa negara serta pelaku wisata lainnya. Tempat-tempat yang seringkali menjadi lokasi pelaksanaan MICE (Meeting, Incentive, Convention, and Exhibition) tentunya perlu memutar otak untuk bertahan di tengah kondisi pandemi yang membatasi pertemuan tatap muka secara langsung. Kota Surakarta atau Kota Solo merupakan salah satu kota tujuan wisata di Indonesia dan sudah ditetapkan sebagai kota MICE untuk mengadakan acara secara nasional maupun internasional. Untuk mengadakan hal tersebut diperlukannya perizinan dari pemerintah setempat dengan memenuhi persyaratan yang ada. Tujuan dari penelitian ini adalah mengetahui ketentuan perizinan dan proses pengajuan perizinan yang diperlukan untuk kegiatan MICE selama masa pandemi di Kota Solo. Penelitian ini dilakukan dengan metode observasi secara langsung pada lokasi dan melakukan wawancara dengan narasumber terkait perizinan MICE. Kemudian data tersebut dianalisis secara kualitatif. Berdasarkan hasil penelitian maka didapatkan bahwa pemberlakuan perizinan MICE di Kota Solo mengikuti ketentuan PPKM yang berlaku. PPKM sendiri terbagi menjadi 4 level yaitu PPKM level 1, 2, 3, dan 4. Keempat level tersebut dibedakan oleh jam operasional yang berlaku serta kapasitas maksimal pengunjung dalam satu waktu.
