Abstract

The management of Micro, Small, and Medium Enterprises (MSMEs) in Tana Toro Village, Sidenreng Rappang Regency, remains largely traditional, primarily centered on local plantation resources such as palm sugar and coffee powder processing. Production governance, product diversification, packaging standards, and market reach have not yet adopted modern business management, resulting in low product value-added and limited market competitiveness. Human resource capacity constraints, lack of financial literacy, capital shortages, and minimal digital technology integration represent structural challenges faced by local entrepreneurs. This study aims to analyze the role of the village government in MSME development based on the tri-role framework of regulator, facilitator, and catalyst (Siagian, 2002), alongside evaluating internal and external constraints spanning human resources, capital, and marketing (Adiningsih, 2001). A qualitative descriptive method with a post-positivism paradigm was employed. Data were gathered through participatory observation, in-depth interviews with 9 key informants (village officials, MSME owners, and local residents), and documentation. Qualitative data analysis was systematized using NVivo software, producing visual insights including word clouds, project maps, coding coverage items, and hierarchy charts. The findings indicate that the village government's role has been executed but is not yet optimal. The regulatory function remains weak due to the absence of specific Village Regulations (Perdes) dedicated to MSME empowerment. The facilitator role functions effectively through coffee seedling assistance, processing/packaging training, PKK empowerment programs (P2B), and equipment distribution. The catalyst role operates moderately well in motivating local entrepreneurship. MSME growth demonstrates a positive impact on increasing household income and creating alternative economic livelihoods beyond seasonal farming. However, enterprise scaling remains hindered by human resource capacity gaps, financial access barriers, and restricted local marketing channels.
