Abstract

This study aims to analyze the implementation of Article 5 Paragraph (2) Letter (D) of the Minister of Villages Regulation Number 7 of 2023 concerning the Priority Details for the Use of Village Funds and to examine it from the perspective of Siyasah Tanfidziyah in Toba Village, Sekampung Udik District, East Lampung Regency. This research employed a qualitative approach using a field research design. Data were collected through observation, interviews, and documentation, with informants selected using a purposive sampling technique, including the Village Head, Village Treasurer, and community leaders. Data were analyzed qualitatively through the stages of data reduction, data display, and conclusion drawing. The findings indicate that the implementation of Article 5 Paragraph (2) Letter (D) has been carried out through the development of village transportation infrastructure, such as road and bridge improvements, in accordance with the village development planning mechanism. However, its implementation has not been optimal due to the existence of damaged roads, inadequate street lighting, and budget limitations, which have resulted in infrastructure development being implemented gradually. From the perspective of Siyasah Tanfidziyah, the implementation of the policy reflects the principles of amanah (trustworthiness), shura (consultation), and maslahah (public welfare) in village governance. Nevertheless, the principles of justice, transparency, and equitable development still need to be strengthened to ensure that the utilization of Village Funds provides greater benefits to the entire community. This study is expected to serve as an evaluation for village governments in improving the effectiveness of Village Fund policy implementation in accordance with the principles of good governance and the values of Fiqh Siyasah.
