Abstract

Salt imports remain a choice from year to year, import activities cause national salt to accumulate, to the point of decreasing the welfare of landowners and cultivators of salt ponds. Therefore, landowners and cultivators of salt ponds need protection in running their businesses. This study aims to determine the forms of protection for owners and cultivators of salt ponds in Pati Regency and the obstacles faced by the Pati Regency Government in improving social welfare for owners and cultivators of salt ponds in Pati Regency. This study uses a juridical-empirical method with primary data obtained from observation and interviews, as well as secondary data obtained from literature studies and document studies. The results of the study indicate that in providing protection for owners and cultivators of salt ponds, the Pati Regency Government is guided by Law Number 7 of 2016 concerning the Protection and Empowerment of Fishermen, Fish Cultivators, and Salt Farmers. The obstacles faced by the Pati Regency Government in improving the welfare of salt pond owners and cultivators are the absence of a Pati Regency Regional Regulation that specifically regulates the protection and empowerment of salt pond owners and cultivators.
