Abstract

The development of Sultan Syarif Kasim II Airport in Pekanbaru led part of Pekanbaru City to be designated as a reserved area under Riau Governor Decree Number KPTS.297/III/2011. Although some land acquisition was carried out in 2017, most residents within the reserved area still lack certainty regarding the acquisition of the land they occupy. This study examines three issues: land acquisition in the reserved area, forms of legal protection for holders of land rights, and legal resolution of the problems that arise. The method used is empirical juridical of a descriptive nature, with primary data drawn from interviews with officials of the Pekanbaru City Land Office, Notaries/PPAT, and affected residents, supported by secondary data and analyzed qualitatively. The findings show that land acquisition remains at the planning and partial preparation stage, with implementation projected at the earliest ten to fifteen years ahead and no location determination yet issued. Preventive and repressive legal protection has not been optimally implemented because residents lack adequate information about the area's status and dispute-resolution mechanisms. Resolution efforts remain limited to non-litigation avenues through requests for Air Base and Notary/PPAT Recommendation Letters, while complaints to the Ombudsman and lawsuits to the State Administrative Court have not been pursued.
