Abstract

This community service activity aims to strengthen marriage administration through document validation assistance at the Religious Affairs Office (KUA) in North Panyabungan District. The method used is Community-Based Research (CBR) with a participatory and educational approach. The activity was carried out in January-March 2026, involving 5 students, 1 supervising lecturer, and 3 KUA staff. The subjects of the assistance were 25 prospective bridal couples. Data were collected through semi-structured interviews, participatory observation, documentation, and field notes, then analysed descriptively and qualitatively using the Miles and Huberman interactive model. The assistance identified five dominant administrative problems: discrepancies between ID card and family card data (40%), unupdated marital status (24%), errors in writing identities (16%), incomplete referral letters (12%), and incomplete TT immunisation (8%). The problem resolution success rate reached 92% (23 out of 25 cases). Document validation proved to function as a preventive instrument that guarantees legal certainty and protects the civil rights of husbands, wives, and children, including the validation of the identity of marriage guardians. Document validation assistance effectively strengthened marriage administration order and increased public understanding. From the perspective of Islamic Family Law, this activity is an implementation of maqashid syariah (protection of offspring, property, and religion) and a reinforcement of the concept of miitsaqan ghalidhan as a grand agreement. Continuous synergy between the KUA, Dukcapil, and community leaders is needed to strengthen administrative literacy
