Abstract

This article examines the legal behavior of parents and adolescents in confronting the threat of child grooming in digital media, focusing on reporting barriers, victimology-based vulnerability, and the family’s role as the primary child protection guard. Empirical data are drawn from questionnaires distributed to 100 respondents (44 parents and 56 adolescents) between September and November 2025 through an online platform reaching participants across Indonesia. Results identify a reporting paradox: 97.0% believe reporting is important, yet only 77.0% know the mechanism—a 20-point gap reflecting legal socialization failure. Some 85.0% prefer self-help over formal channels. From a victimological perspective, 39.3% of adolescents reported unpleasant online incidents, indicating general digital risk exposure, not verified child grooming prevalence; 41.1% do not know how to prevent child grooming and 28.6% do not know where to report. Family analysis finds a communication gap: only 80.4% of adolescents feel comfortable confiding in family, compared to 95.5% of parents. Policy reforms must address access-to-law barriers across multiple layers.
