Abstract

Judicial digitalisation makes the principle of simple, speedy, and low-cost justice the measure of its own success, yet that principle has rarely been tested in administrative courts located in regions with limited digital infrastructure. This article analyses the implementation of the Electronic Court (e-Court) system at the Gorontalo Administrative Court and the obstacles accompanying it. The study employs empirical legal research using statutory and case approaches; data were drawn from interviews, observation, the court's written responses, and the case register for 2020-2025, and analysed descriptively. Every case has been processed through e-Filing, e-Payment, e-Summons, and e-Litigation, with a consistent disposition rate. Digitalisation has deliberately been withheld from preliminary examination and evidentiary proceedings, a limitation proportionate only while certified electronic signature infrastructure remains unintegrated. The obstacles identified are unstable connectivity, centralised server disruption, and low digital literacy. This article identifies a normative gap in Supreme Court Regulation Number 7 of 2022, which treats failure to upload documents as a waiver of procedural rights without regulating technical force majeure, and proposes an institutionalised mechanism for restoring procedural deadlines.
